The mobile application will facilitate rice millers in addressing their grievances with the FCI in an efficient and transparent manner.

Union Minister of Consumer Affairs, Food and Public Distribution, and New & Renewable Energy, Pralhad Joshi launched the Mobile Application of FCI Grievance Redressal System (FCI GRS) for Rice Millers in New Delhi. This is one of the measures taken by the Union Government to enhance transparency, accountability, and stakeholder’s satisfaction. The mobile application will facilitate rice millers in addressing their grievances with the FCI in an efficient and transparent manner. The FCI GRS Application is part of the Government’s ongoing efforts to harness technology for good governance. This mobile application is available for download on Google Play Store for Android users.

Aligned with the Digital India initiative, the mobile application aims to improve responsiveness and accountability by providing rice millers with a convenient platform to lodge complaints, monitor its status and receive responses on their mobile device in end-to-end digitized manner. Key Features of the App is as under: –

User-Friendly Grievance Submission: Millers can easily register their grievances on their mobile through a user-friendly interface, simplifying communication with FCI. They have to register only once and thereafter any number of grievances can be lodged wherein each grievance will have Unique Grievance ID.

Real –Time Tracking: The App offers real-time updates on grievance status, keeping millers informed and ensuring transparency.

Automatic Assignment & Fast Resolution: Within FCI, once grievance is received, it will be automatically assigned to concerned Nodal Officers for further action. The App provides facility to Nodal Officer to either get grievance investigated by Quick Response Team or get feedback from the concerned Division.

Geo-Fencing for Quick Response Teams (QRTs): Where grievance redressal involves visit to site by QRT team, the mobile application will capture the physical visit by the team members through the geo-fencing tool.

This initiative underscores the Government’s dedication to enhance accountability, transparency and stakeholders’ satisfaction by providing a robust grievance redressal mechanism. This launch marks another milestone in the commitment of FCI to facilitate the procurement operations with improved service standards.

Department of Food and Public Distribution have no proposal to alter the duty structure on imports of wheat.

The Department of Food and Public Distribution under Ministry of Consumer Affairs, Food and Public Distribution is keeping close watch on the market price of Wheat. In addition, suitable interventions, as warranted shall be undertaken to ensure that there is no hoarding by unscrupulous elements and the price remains stable.

During RMS 2024, the Department has reported production of 112 million MT of wheat. Food Corporation of India (FCI) has procured approximately 266 LMT of wheat till 11.06.2024 during RMS 2024. After meeting the requirement for Public Distribution System (PDS) and other Welfare Schemes, which is approximately 184 LMT, sufficient stock of wheat will be available to undertake market interventions, as and when required.

Buffer stocking norms vary for each quarter of year. As on 1st January 2024, the wheat stock was 163.53 LMT against prescribed buffer norm of 138 LMT.  The Wheat stock has at no point of time dipped below the quarterly buffer stock norms. In addition, at present, there is no proposal to alter the duty structure on imports of wheat.

The Ministry of Cooperation will implement a pilot project in at least 10 selected districts of different states

The Union Cabinet approved the constitution and empowerment of an Inter-Ministerial Committee (IMC) for the facilitation of the World’s Largest Grain Storage Plan in the Cooperative Sector through the convergence of various schemes of the Ministry of Agriculture and Farmers Welfare, Ministry of Consumer Affairs, Food and Public Distribution and Ministry of Food Processing Industries.

In order to ensure time-bound and uniform implementation of the Plan in a professional manner, the Ministry of Cooperation will implement a pilot project in at least 10 selected Districts of different States/ UTs in the country. The Pilot would provide valuable insights into the various regional requirements of the project, the learnings from which will be suitably incorporated for the country-wide implementation of the Plan.

An Inter-Ministerial Committee (IMC) will be constituted under the Chairmanship of the Minister of Cooperation, with the Minister of Agriculture and Farmers Welfare, Minister of Consumer Affairs, Food and Public Distribution, Minister of Food Processing Industries and Secretaries concerned as members to modify guidelines/ implementation methodologies of the schemes of the respective Ministries as and when the need arises, within the approved outlays and prescribed goals, for facilitation of the ‘World’s Largest Grain Storage Plan in Cooperative Sector’ by the creation of infrastructure such as godowns, etc. for Agriculture and Allied purposes, at selected ‘viable’ Primary Agricultural Credit Societies (PACS).

The Plan would be implemented by utilising the available outlays provided under the identified schemes of the respective Ministries.

The plan is multi-pronged – it aims to address not just the shortage of agricultural storage infrastructure in the country by facilitating the establishment of godowns at the level of PACS.

National Level Coordination Committee will be formed within one week of the Cabinet approval. Implementation guidelines will be issued within 15 days of the Cabinet approval.

A portal for the linkage of PACS with Govt. of India and State Governments will be rolled out within 45 days of the Cabinet approval. Implementation of the proposal will start within 45 days of the Cabinet approval.
