The Assam Rural Infrastructure and Agricultural Services (ARIAS) Society, Government of Assam, has signed extension of collaboration with the International Rice Research Institute (IRRI) for transforming the rice-based agrifood systems in Assam under the World Bank funded Assam Agribusiness and Rural Transformation Project (APART).

The project focuses on promoting climate-resilient production and processing of prioritised agriculture and allied commodities, investment promotion, agri-entrepreneurship development, efficient marketing including market- intelligence and credit linkage.

IRRI provides technical support to the Assam Agricultural University and Department of Agriculture for implementing the rice value chain activities under the project. 

The second phase of the IRRI-APART collaboration focuses on  developing the rice value chain of Assam and strengthening technology flow through ICT- and GIS-enabled agro-advisory systems, knowledge dissemination, and catalysing adoption.

It aims to upgrade the rice value chain by supporting Farmer Producer Companies through business models and disseminating and scaling out sustainable, resource-efficient, and climate-smart technologies suited to rice-based systems of Assam.

The collaboration will bring new opportunities and growth in building oil palm plantation in Assam, Manipur and Tripura.

Godrej Agrovet, one of India’s largest diversified agribusiness companies, today announced that it has signed three MoUs (Memorandum of Understand) with Assam Manipur and Tripura state governments for development and promotion of oil palm cultivation in the region under the National Mission on Edible Oils-Oil Palm (NMEO-OP) scheme.

In August 2021, Government of India had launched the National Mission on Edible Oils – Oil Palm (NMEOOP) with planned outlay of Rs 11,040 Crore. Under this mission, Government has envisaged to raise area under cultivation of oil palm to 10 Lakh hectares by 2025-26 and 16.7 Lakh hectares by 2029-30 with special focus on the North East region and the Andaman and Nicobar Islands.

As part of the MoU signed, Godrej Agrovet will be allotted land across the three states for promotion and development of sustainable palm oil plantations in the region. The collaboration will bring new opportunities and growth in building oil palm plantation in these three states and would help to provide the required support to the farmers.

Balram Singh Yadav, Managing Director, Godrej Agrovet Limited, said, “With more than thirty years of experience in oil palm business, Godrej Agrovet has been working and educating farmers from North East on sustainable palm oil plantation processes. Currently, we have around 65,000 hectares under palm oil cultivation across the country, which we plan to increase to 1 lakh hectares in the next few years. We are confident that the National Mission on Edible Oils – Oil Palm (NMEO-OP) along with active participation of responsible organisations such as Godrej Agrovet will lead to bridging the gap in India’s oil mission.”

Sougata Niyogi, CEO – Oil Palm, Godrej Agrovet Limited, added, “We have been invested in promoting and developing north east as a growth market for palm oil cultivation for over a decade. According to industry estimates, these states have utilised less than 1% of its potential. These states promise huge opportunity for growth and improving income of the farming household. With our processing plant in Mizoram, we are prepared to sustainably serve the demand of the north east markets. With active support of the state governments, we can develop 15000 hectares in four North Eastern states in the next five years.”

Rain Forest Research Institute recently organised a week-long training on bamboo resource development in Assam. Dr TC Bhuyan, Consultant North East Cane and Bamboo Development Council delivered a lecture on the topic “Bamboo Propagation, Cultivation and Management” for officers of Indian Forest Service to address the livelihood concerns of communities.

Lays foundation stone for Purabi dairy expansion project 

Govt of Assam recently signed an MoU with National Dairy Development Board (NDDB) for dairy development in the state. The Union Minister Rupala along with the Chief Minister of Assam, Dr Himanta Biswa Sarma also unveiled the foundation stone for Purabi dairy expansion project under Assam Agribusiness & Rural Transformation Project.

Rupala in his address appreciated the initiatives undertaken by the state government for the growth and development of the dairy sector in Assam. He asserted that the new technology in the field of animal husbandry must reach the farmers so that they can get benefits from it.

Speaking on the occasion Chief Minister of Assam, Himanta Biswa Sarma said that under the MoU, a joint venture worth Rs 2,000 crore would be set up between the state government and NDDB in Assam.

Atul Bora, Minister for Agriculture, AHVD and Cooperation, Govt of Assam in his address said that this venture will bring a white revolution in the state and its aims to create milk processing capacities to handle and add value to over 10 lakh litres of milk every day.

Chairman of NDDB Meenesh Shah while addressing the dairy development programme said the MoU signing between NDDB and Govt of Assam will bring in a significant change in the dairy sector as well as rural Assam.

The Minister for Animal Husbandry &Veterinary, Mizoram, Dr K Beichhua, Chairman of NDDB, Meenesh Shah, Addl. Chief Secretary, Dept of Cooperation, Govt of Assam, Maninder Singh, Secretary, Department of Animal Husbandry and Dairying, GoI, Atul Chaturvedi were also present in the event.

Union Minister for Agriculture and Farmers’ Welfare, Narendra Singh Tomar and Union Minister of Tourism, Culture and Development of North Eastern Region (DoNER), G Kishan Reddy recently hosted a virtual meeting to take stock of various schemes of the Government of India in the sector of the North Eastern Region (NER). Agriculture ministers of the North-Eastern states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura discussed the issues and challenges they were facing in detail.

Union Minister of State for DoNER, BL Verma,. Ministers for Agriculture of all the eight North Eastern States accompanied by the Secretary, DoNER, Agriculture Secretaries from the NER states with senior officials also marked their presence.

Tomar in his speech quoted, “Our door is always open. I request all the state governments to come up with a proposal if you find any difficulty in any schemes related to the agriculture sector.” He said that about 9 lakh hectare land in the North East is well suited for oil palm production as it has the potential to benefit farmers at large. 

He also talked about horticulture and medicinal crops which are grown only in North-Eastern State. He said that Agriculture and Commerce Ministry are working together to tap such opportunities and to solve the logistic problems faced by the North Eastern States.

The minister urged the state governments to pay attention to natural farming.

Various aspects of farming related to inorganic farming, organic farming and natural farming were discussed & assessed from a sustainable and economic perspective of the region.

The Union Minister of Ayush and Ports, Shipping & Waterways Sarbananda Sonowal has recently met an expert group of Agripreneurs and academicians to explore possibility of an agriculture driven growth, especially for the farming community of the northeast, including Assam on December 26, 2021.

Various aspects of farming related to inorganic farming, organic farming and natural farming were discussed & assessed from a sustainable and economic perspective of the region. It was stressed that the growth arising out of agriculture must satiate both ecological and economic needs of the region and its people. The team was led by Dr Bidyut Deka, Vice-Chancellor, Assam Agriculture University (AAU).

After careful deliberation, the minister requested the expert group to prepare a comprehensive report on the feasibility of organic & natural farming so that it becomes a roadmap & approach for any future policy related discussion at the highest level of government. The report will be prepared at the aegis of the Assam Agriculture University (AAU) with highlights of successful agripreneurs of the state involved in organic as well as natural farming and comparative examination of the Northeast region.

Elaborating on the point of sustainable farming in the region, Sonowal said, “The use of modern technology and expert techniques must be used smartly to reap the benefits of farming in our region. We must learn from our roots and adapt modern techniques so that we can achieve sustainable development. It must respect the ecological balance of our region and at the same time attain economic prosperity for our farming community. We believe that there is huge opportunity for the farming community from the region to avail benefit and become an important stakeholder in expanding the AYUSH based industry in the entire Northeast.”

National Bank for Agriculture and Rural Development (NABARD) has projected a credit potential of Rs 36,292 crore for the state of Assam for the financial year 2022-23

NABARD launched the State Focus Paper today for the financial year 2022-23 which is the consolidation of exploitable district wise realistic potential, both in physical and financial terms in the state of Assam.
Focusing on the priority sector and to ensure integrated and sustainable rural prosperity in the state, NABARD has projected a credit potential of Rs 36,292 crore for the state of Assam for the financial year 2022-23 in the State Credit Seminar held on December 8, 2021. The credit potential is 12 per cent higher than the previous year.

Of the total projected credit potential, as much as Rs 18755 crore (52 per cent) is towards Agriculture and Allied activities, Rs 12952 crore (36 per cent) is towards MSME sector, Rs 1388 crore for Informal Credit – SHGs / JLGs and Rs 3197 crore for housing, education and other Sectors.

The State Focus Paper was released at Guwahati by Finance Minister Ajanta Neog, in presence of Additional Chief Secretary P K Borthakur, Regional Director, RBI, Sanjeev Singha and CGM SBI, R S Ramesh etc.
The credit potential estimated in the State Focus Paper will be used as a base for the preparation of the Annual Credit Plan for priority sector lending of the state by financial institutions for the year 2022-23.

Baiju Kurup, Chief GM, NABARD informed that the seminar deliberated upon the demand of credit at the grass-root level besides taking cognizance of the policy interventions and programmes initiated by NABARD, Financial Institutions, the State as well as Central Governments in various sectors. It was also informed that expert’s views were taken into account for meeting the gap in augmenting productivity by way of agri- reforms, transformation, post-harvest management, collectivisation of agricultural produce, value addition and organising farmers into Farmer Producers’ Organisation (FPO), which may help in creating local level commodity-specific value chains to enable small and marginal farmers to realise optimal value of their products, through better price discovery mechanisms.
