At the recently held national conference ‘Expansion of Horticulture Value Chain in India’ held at Vaikunth Mehta National Institute of Cooperative Management in Pune, Narendra Singh Tomar, Union Minister for Agriculture and Farmers Welfare said that to promote farming and to raise the standard of living of farmers, schemes like Pradhan Mantri Kisan Samman Nidhi (PM-Kisan), Agriculture Infrastructure Fund of Rs 1 lakh crore, Digital Agriculture Mission, Drone Technology, e-NAM, PM irrigation schemes are being implemented. The programme was organised by the Union Ministry of Agriculture and Farmers Welfare and attended by people related to the horticulture field including farmers, FPOs, start-ups and bankers were present.

Tomar in his address said that if the villages are prosperous and self-reliant, then the country itself will become prosperous and self-sufficient. Tomar said that agriculture is our priority and the backbone of our economy. He said that there is a need to pioneer the agriculture sector because the traditional economy of agriculture and villages is the biggest strength of the country. No matter how adverse the situation, agriculture always proves helpful for our economy. He said that the merchant-entrepreneur should give the maximum price of agricultural produce to the farmer. This will not only make our farmers prosperous but also inspire the next generation to do farming.  

Tomar said, Prime Minister Narendra Modi, has promoted indigenous technology in agriculture in the last 8 years. Modi has not only talked about increasing the income of farmers but also taken several measures by associating State governments and by directly involving farmers.

He also said that today youth, retired employees, and people associated with the corporate sector are also coming forward for farming. People’s interest in organic and natural farming is also increasing. There has been a record export of agricultural products worth Rs 4 lakh crore.

Tomar said that today India is self-sufficient in food grains. India ranks first or second in the world in most agricultural products. Along with food crops, horticulture cultivation is also being promoted. For small farmers, the Central Government started the Horticulture Mission and scheme of FPOs. Efforts are being made that small farmers should do farming together so that they get maximum benefits. By uniting in the FPO and cluster system, the farmers will not have to go to the traders, but the traders will be forced to come to them to buy products.

 Tomar said along with the production of food grains, the horticulture sector, especially the cultivation of vegetables and flowers, plays an important role in increasing the income of the farmers. It is necessary to pay attention to the cultivation of fruits, vegetables and millet because only food grains will not work for the nutrients.

342.33 million tonne estimated to be produced in 28.08 million hectare

Ministry of Agriculture and Farmers Welfare, Government of India releases the 3rd Advance Estimates of the area and production of various horticultural crops for the year 2021-22. According to the estimate, a record 342.33 million tonne are estimated to be produced in an area of 28.08 million hectare. Narendra Singh Tomar, Union Minister for Agriculture and Farmers Welfare, congratulated the farmers, scientists and officers of horticulture for this achievement. 

Year 2021-22 (3rd Advance Estimate):

• The total horticulture production is estimated to be 342.33 million tonne in the year 2021-22, showing an increase of about 7.73 million tonnes (an increase of 2.3 percent) over the year 2020-21.

• Production of fruits is estimated to be 107.24 million tonne as against 102.48 million tonne in 2020-21.

• Production of vegetables is estimated to be 204.84 million tonne as against 200.45 million tonne in 2020-21.

• Production of Onion is estimated to be 31.27 Million Tonne as against 26.64 Million Tonne in the year 2020-21.

• Production of Potatoes is estimated to be 53.39 million tonne as against 56.17 million tonne in 2020-21.

• Tomato production is estimated to be 20.33 million tonne as against 21.18 million tonne in 2020-21.

Will it be of much significance to tackle the hazard at the earliest or will it take too long to reach the beneficiaries?

India has been wading through the menace of the Lumpy Skin Disease (LSD) which has currently killed about 57,000 bovines and infected around over 15.21 lakh cattle. The global concern was widely discussed during the recently held “World Dairy Summit 2022’, from 12th-15th September, with a host of speakers declaring it as a dairy exigency.

The discussion revolved around the recently launched vaccine- Lumpi-ProVacInd, an indigenous shot developed by the Indian Council of Agricultural Research (ICAR) that is currently awaiting a nod for emergency use from Department of Animal Husbandry & Dairying (DAHD) for the treatment of LSD. The delay is centred around the vaccine’s efficacy and its subsequent line of production.  Praveen Malik, Commissioner, Department of Animal Husbandry & Dairying (DAHD), talked to AgroSpectrum India highlighting similar concerns on the outlines of the global summit. He said, “The indigenous vaccine announced recently has been unnecessarily creating a buzz and wrongly termed as a breakthrough without even going through a pilot run. It needs to be properly tested before we can see any significant results on the ground in terms of preventing or curing the disease.” “After the requisite trials, it needs to be manufactured on a large scale to distribute it to all the stakeholders, not just a fraction of the population who need it. Else, the entire purpose of producing the vaccination will be defeated. Given this outlook, the bigger question is about the companies responsible for producing the vaccination at a later stage. Also, the entire process will take a significant time before we move the needle to the next stage,” he continued.

Union Agriculture Minister Narendra Singh Tomar, during the launch of the indigenous vaccine to protect livestock from the disease in August this year however shared a different outlook on the efficacy of the shot and called it a ‘milestone event’. He said that Indian scientists have undertaken limited trials in a short period and have developed a 100 per cent effective vaccine complying with all standards, which will be effective in getting rid of the disease.

During the summit, Malik also commented on the existing portfolio of vaccinations available including Goat Pox, which is the current shot being administered in India to treat the spread of the deadly disease. Elaborating on its use, Malik said, “Goat Pox has good efficacy to completely eradicate LSD from the ground in the time to come. With the continuous use of this product, India will be left with a marginal number of such cases in a month or less, just like the small number of Covid cases we see today. The vaccination also has an avoidable or no relapse rate, making it an effective remedy against the widespread disease.”

In August, around 1.53 crore cattle were vaccinated with Goat Pox with the government aiming to vaccinate the entire population in the days ahead. It is a heterologous vaccine, currently being manufactured by Hester Biosciences Ltd and Indian Immunologicals Ltd respectively.

Whether the new vaccine would help further in eradicating this disease completely, is something to be seen over time.

Narendra Singh Tomar, Minister of Agriculture and Family Welfare, has launched a Project Management Unit (PMU) on Public Private Partnership (PPP) in agriculture, a joint initiative of the Ministry of Agriculture and Farmers welfare and Federation of Indian Chambers of Commerce & Industry (FICCI). During the announcement, Tomar said that PPP model can be ideal for growth in the agriculture sector and the projects must focus on benefitting the farmers through enhancement of their income.

The primary objective of this PPP initiative is to enhance the income of small farmers by creating additional value, from provisioning of quality inputs, technology extension to market linkages, and value addition. PPP initiatives are also expected to lead to modernising agriculture practices, building climate resilience among farmers, developing agriculture and rural infrastructure, and increasing agricultural exports. A particular objective is to assist the states to unlock the full potential of their respective agro-climatic regions, and wide variety of agri produce and help producers to integrate better with domestic and export markets.

Commenting on the development, Manoj Ahuja, secretary, Ministry of Agriculture & Farmers Welfare stated that the government should play a catalytic role in facilitating investments in the agriculture sector. The private sector and NGOs should come together and partner with the government on such projects which will have a multiplier effect, he added. The announcement was made in the presence of Shubrakant Panda, senior vice president, FICCI who expressed confidence in the PMU initiative accelerating large scale PPP projects in agriculture by leveraging the private sector investments and bringing convergence of government schemes and subsidies. Abhilaksh Likhi, additional secretary, Ministry of Agriculture & Farmers Welfare and other senior ministry officers a were present on the occasion.

Narendra Singh Tomar, Union Minister for Agriculture and Farmers Welfare, recently inaugurated the sixth State Centre of Coconut Development Board at Junagadh in Gujarat. Tomar also inaugurated the 24th World Coconut Day celebrations. 

During his address, Tomar said that along with coconut cultivation, processing and marketing is also growing in our country and India is becoming a leading player in coconut exports. Through the board, the farmers cultivating coconut are getting benefits of the government’s schemes and along with increasing their income, they are also contributing to the country’s economy.

On the occasion of the World Coconut Day this year, Tomar congratulated the National Award and Export Excellence Award winners of Coconut Development Board and also addressed the farmers gathered in Kochi, Kerala through video conference.

Tomar elaborated that the central government is working continuously with the states to increase the cultivation and processing of coconut. The schemes are being implemented meticulously through the Coconut Development Board. He said that the cultivation of coconut is a very good farming practice and its growth will increase the benefits drawn by farmers and the country as a whole.

The function was organised by Junagadh Administration and Coconut Development Board wherein Dr. Vijayalakshmi Nadendla, joint secretary and board president, Union Ministry of Agriculture and Farmers Welfare delivered the welcome address.

Narendra Singh Tomar, Union Agriculture and Farmers Welfare Minister, inaugurated four new facilities at the Central Arid Zone Research Institute (CAZRI), in Jodhpur, ‎Rajasthan‎. The institute has been rendering excellent services for more than 60 years under the Indian Council of Agricultural Research (ICAR). Union Minister of Jal Shakti, Gajendra Singh Shekhawat and Union Minister of State for Agriculture and Farmers Welfare, Kailash Chaudhary were special guests on this occasion.
Tomar, in his address, said that CAZRI, an institute of excellence of the ICAR, has been doing innovations and research in agriculture for the farmers of the arid region for more than 60 years, which is an example for our desert areas as well as for the whole world. Due to the research work done by CAZRI such as dune stabilisation, sprinkler and drip irrigation system and new varieties of crops, grasses and fruits, farmers’ income is increasing. Work like solar energy, reduction in the cost of farming and livestock management by CAZRI will also be beneficial for the farmers of dry areas. Due to the new technologies and research achievements being developed by CAZRI from time to time, the institute has bagged eight out of 10 national awards of ICAR in the last six years.
The minister also inaugurated the newly constructed auditorium, agri-business nurturing centre, environment-friendly waste water treatment plant and indoor sports hall at CAZRI. He also honoured progressive farmers during the programme.
Tomar informed that in the last eight years, many schemes have been launched under the leadership of Prime Minister Narendra Modi for improving agriculture, providing income support and technology support to the farmers, which will successfully help India in producing every crop and agricultural product.

Eminent seed production experts of the country are participating in this three-day conference.

The Union Minister of Agriculture and Farmers Welfare, Narendra Singh Tomar inaugurated the 11th National Seed Congress-2022 at the Rajmata Vijayaraje Scindia Agriculture University in Gwalior.

On this occasion the newly constructed auditorium of the University was named after the late Dattopant Thengadi. Simultaneously the State Academy of Agricultural and Allied Sciences (SAAS) was launched. The efforts of NAAS at the national level and SAAS at the regional level will further accelerate the activities of agriculture, horticulture, animal husbandry science and promotion of related research and education.

“Now that the climatic conditions are changing, this challenge has to be dealt with. Now there should be self-sufficiency in pulses and oilseeds also. For this the government is working in mission mode, but along with policies and funding, the invention of seeds should be such that it increases productivity and takes the country towards self-reliance. Agricultural scientists have a huge responsibility in this, and they need to do more work,” said Tomar.

In this event, deliberations will be held on the new experiments in the field of improved seed production in the country, keeping in view the future requirements and a policy will be framed on the strategy of improved seed production, especially of oilseeds and pulses. Eminent seed production experts of the country are participating in this three-day conference.

Initially the Vice Chancellor Prof. S. Koteshwara Rao delivered the welcome address. Dr. R.C. Agrawal, Deputy Director General, Indian Council of Agricultural Research; Ashwini Kumar, Joint Secretary (Seeds), Union Ministry of Agriculture and Farmers Welfare and other dignitaries also addressed the gathering. In the programme, the Registrar, Anil Saxena along with the University officials, scientists of Krishi Vigyan Kendras, farmers and students were present on the occasion.

Seedling production of tomato, pepper, brinjal, chilli, cucumber, tomato, pepper, brinjal, chilli and exotic vegetables is proposed to be done in the Center of Excellence for Vegetables

 Union Minister of Agriculture and Farmers Welfare, Narendra Singh Tomar, laid the foundation stone of the Indo-Israel Center of Excellence for Vegetables in Chandauli (Uttar Pradesh) through video conferencing.

The technology for the Center is provided by Israeli experts under the India-Israel Action Plan (IIAP) with funds for building infrastructure for demonstration purposes from MIDH. Centers of Excellence (CoEs) are being set up in the States based on Israeli technologies. These Centers of Excellence act as demonstration and training centers for the latest technologies in the field of Horticulture. They also serve as a source of planting material for fruits and vegetables in protected cultivation.

Tomar hoped the establishment of the Indo-Israel Center of Excellence for Vegetables will play an important role in the development of Chandauli district as well as Purvanchal region. “Here seeds and plants of improved vegetables will be cultivated and distributed to the farmers. Farmers can also sponsor the development of plants for themselves. Farmers will get a lot of benefit in increasing the production of vegetables. By using the latest methods of farming, farmers will be able to get better yield and also export vegetables. Nursery of other agricultural produce including vegetables will be prepared at this Centre of excellence to promote the agriculture sector globally. This will not only benefit the farmers here, but will help the district be known globally in the field of vegetables and agriculture,” he said.

Tomar added that it is the intention of the Government that the leading district in the production of paddy and wheat can also emerge better in vegetable production as well. “The climate of Chandauli district, which is known as the rice bowl of UP, is suitable for setting up the Centre of Excellence for Vegetables. There are 9 agro-climatic zones in the State which are favourable for the cultivation of various horticultural crops throughout the year. Seedling production of tomato, pepper, brinjal, chilli, cucumber, tomato, pepper, brinjal, chilli and exotic vegetables is proposed to be done in the hi-tech climate-controlled greenhouse to be set up in the Centre of Excellence for Vegetables, while cultivation of cucumber, cauliflowers, baby corn, sweet corn and exotic vegetables is proposed in the open field. Along with micro-irrigation in the open, a trial demonstration of farming with fertigation and chemigation systems will be done. There will also be a demonstration of installation of seepage, sprinkler irrigation and other plastic culture applications,” he said.

The National Conference of State Agriculture and Horticulture Ministers has been organized after two years due to the Corona crisis, in Bangalore. It was inaugurated in the presence of Narendra Singh Tomar, Union Minister of Agriculture and Farmers Welfare, Dr Mansukh Mandaviya, Union Minister of Chemicals and Fertilizers and Health and Family Welfare, and Chief Minister of Karnataka, Basavaraj Bommai. This conference has been organized by the Union Ministry of Agriculture and Farmers Welfare coinciding with the ‘Azadi ka Amrit Mahotsav’, in which key issues will be deliberated upon to ensure the development of agriculture and farmers in the country.

On this occasion, Union Agriculture Minister Tomar listed out the various topics to be discussed in the two-day conference. These include Digital Agriculture, Pradhan Mantri Fasal Bima Yojana, National Agricultural Market (e-NAM) and Farmer Producer Organizations (FPOs), taking Prime Minister Kisan Samman Nidhi to its saturation level, International Year of Nutritional Grain (2023), Rs 1 lakh crore worth of Agricultural Infrastructure Fund, promotion of Natural Farming, New Age Fertilizers and New Technologies developed by ICAR.

Addressing the Inaugural ceremony, Tomar said that the Central and State Governments are working together in the field of agriculture, yet we all bear the important responsibility to solve the challenges facing the agriculture sector, formulate policies and their proper implementation.

In his address, Dr Mansukh Mandaviya, while explaining the global situation of fertilizers, said that India has to import it in large quantities, the raw material is also very expensive, and yet the central government is giving excessive subsidy. Subsidy on DAP has been hiked from Rs 512 in 2020-21 to Rs. 2,501 for the 2022-23 Kharif season. DAP price in India is lowest as compared to other countries.

Dr. Mandaviya said that as per the directions of the Prime Minister, the burden of increased cost is not being passed on to the farmers and the government is committed to the easy availability of fertilizers across the country, but now there is a dire need to increase the use of nano fertilizers and undertake this as a campaign across the country. Requesting cooperation from the states in this regard, he said that district-wise data of availability of fertilizers should be maintained so that it can be properly managed and distributed. Strict monitoring should also be done that farmers’ fertilizers is not diverted to industries anywhere. He said that model outlets will soon be launched across the country.

The Union Minister of Agriculture and Farmers Welfare, Narendra Singh Tomar, launched the Platform of Platforms (POP) under the National Agriculture Market (e-NAM) on the side-lines of the State Agriculture and Horticulture Ministers’ Conference in Bengaluru, Karnataka

With the introduction of POP, farmers will be facilitated to sell the produce outside their state borders. This will increase farmers’ digital access to multiple markets, buyers and service providers and bring transparency in business transactions with the aim of improving price search mechanism and quality commensurate price realisation. 41 service providers from different platforms are covered under POP facilitating various value chain services like trading, quality checks, warehousing, fintech, market information, transportation etc. The PoP will create a digital ecosystem, which will benefit from the expertise of different platforms in different segments of the agricultural value chain.

e-NAM integrates the platform of Service Providers as “Platform of Platforms” which includes Composite Service Providers (Service Providers who provide holistic services for trading of agricultural produce including quality analysis, trading, payment systems and logistics), Logistics Service Provider, Quality Assurance Service Provider, Cleaning, Grading, Sorting & Packaging Service Provider, Warehousing Facility Service Provider, Agricultural Input Service Provider, Technology Enabled Finance & Insurance Service Provider, Information Dissemination Portal (Advisory Services, crop forecasting, weather updates, capacity building for farmers etc.) and other platforms (e-commerce, international agri-business platforms, barter, private market platforms etc.).

The inclusion of various service providers not only adds to the value of the e-NAM platform, but also gives the users of the platform options to avail services from different service providers. It enables farmers, FPOs, traders and other stakeholders to access a wide variety of goods and services across the agricultural value chain through a single window, thereby giving more options to the stakeholders. Moreover, while selecting a good quality Goods/Service Provider, it saves the time and labour of the stakeholders. The Department of Agriculture & Farmers Welfare, Ministry of Agriculture & Farmers Welfare, Government of India is organising a two days’ National Conference of State Agriculture & Horticulture Ministers in Bengaluru on July 14-15, 2022 in the presence of Narendra Singh Tomar, Union Minister of Agriculture & Farmers Welfare, Ministers of State for Agriculture & Farmers Welfare Sushri Shobha Karandlaje and Kailash Choudhary and Ministers of Agriculture & Horticulture of the States.

One of the major interventions of this conference would be launching of e-NAM Platform of Platform by Union Minister of Agriculture & Farmers Welfare to promote trade & marketing of agriculture produce for getting better prices of agriculture commodities to farmers.

Government of India has taken a novel initiative for participation of the all stakeholders through this “Platform of Platforms (PoPs) under e-NAM” towards next level revolution in Agri- Produce Marketing which will facilitate the Indian Farmers to sell their produce beyond their state boundaries. This will enhance farmers’ accessibility digitally to multiple numbers of markets, buyers, service providers and to bring transparency in trade transactions with the intent to improve price discovery mechanism for better price realisation of farm produce to the farmers. The Union Minister for Agriculture and Farmers Welfare, Narendra Singh Tomar, has recently visited the Central Institute of Horticulture in Nagaland and inaugurated a farmer’s workshop and exhibition. Speaking on the occasion, Tomar said that the Central Government and the State Governments are working together for the development of the North East Region including Nagaland.

“The Prime Minister, Narendra Modi, wants that there should be holistic and balanced development and the benefits of the government’s schemes should reach the eligible people including farmers right down to the grassroots level, which will improve their standard of living. The Central Government is dedicated towards this and will continue to do so. For the development of Northeast, the Central Government will continue to walk step by step and shoulder to shoulder with the States. It is necessary to transform agriculture into advanced farming for the benefit of the farmers in the country including the Northeast,” he said.

In the programme organised by the Central Institute of Horticulture (Medziphema, Dimapur), the chief guest Tomar said that if the Central and State Governments work together, then its results are bound to be good, and this is what is happening now.

“The North-East Region has been a victim of neglect for a long time and due to its remoteness, it became difficult to get the benefits of schemes here, but after becoming the Prime Minister, Modi has constantly paid attention to get enough funds for the development of the North-East, ensured the Union Ministers visit this region regularly, the Prime Minister himself also came here several times so that the problems of the region continue to be resolved by the Government of India,” he said.

 Narendra Singh Tomar, Minister of Agriculture & Farmers Welfare, Govt of India said that the private sector should come forward and support the government in reducing the use of fertilizers and pesticides in the agriculture sector. Addressing the ‘11th Agrochemicals Conference 2022 -Policy Landscape for a Flourishing Agrochemicals Industry’, organized by FICCI, with the support of Department of Chemicals & Fertilizers and Department of Agriculture & Farmers Welfare, Govt of India.

Tomar also stated that the government is promoting the use of newer technology to be adopted by the farmers to produce expensive crops. “Work is also being done to ensure uniformity in production of crops along with ensuring quality in the production”, he added.

Bhagwanth Khuba, Minister of State for Chemicals & Fertilizers and New & Renewable Energy, Govt of India urged the industry to focus on organic pesticides as this will take time to adopt to mitigate the side effects of pesticides currently used. “We must also promote manufacturing these organic pesticides in India as well”, he added.

Mr RG Agarwal, Chairman, FICCI Crop Protection Committee & Chairman, Dhanuka Group said, “We urge the government to reduce GST rates on pesticides and bring it at 5 per cent like fertilizers so as to benefit small and marginal farmers as well. The government should also provide PLI to pesticides industry to develop the domestic industry as an international manufacturing hub.”

Union agri minister applauds the concerted efforts of the Government of Himachal Pradesh in the promotion of natural farming in the state

Narendra Singh Tomar, Union Minister of Agriculture & Farmers’ Welfare. recently took part in a two-day ’12th Biennial National Krishi Vigyan Kendra Conference – 2022′ in Solan Himachal Pradesh. The conference was jointly organised by the Indian Council of Agricultural Research, New Delhi and Dr Yashwant Singh Parmar University of Horticulture and Forestry, Nauni, Solan, Himachal Pradesh at Solan, Himachal Pradesh.

The Union Minister regarded the KVKs and agricultural universities as the prominent source of guidance for the farming communities. Tomar applauded the concerted efforts of the Government of Himachal Pradesh in the promotion of natural farming in the state.

“It is the need of the hour to give more importance to save water as it is the essential element not only for the agricultural practices; but, the survival of human life too”, stressed Jai Ram Thakur, Chief Minister, Government of Himachal Pradesh. The various initiatives taken up by the Government of Himachal Pradesh for promoting natural farming practices on a large scale in the state were highlighted by the chief minister.
