A novel dispenser with a controlled release rate of pheromone for trapping insect pests was developed by scientists from ICAR–National Bureau of Agricultural Insect Resources and Jawaharlal Nehru Centre for Advanced Scientific Research, Bengaluru (an autonomous institution under the Department of Science & Technology, Govt of India). The developed product has an edge over the existing dispensers as they aid in scaling down the cost due to the extended field efficacy of the lure and the lower pheromone load.

A Memorandum of Understanding was signed between ICAR-NBAIR and JNCASR with Krishi Vikas Sahakari Samiti Ltd. (KVSSL), Haryana, to transfer the technology.

The event was facilitated by Dr S.N. Sushil, Director, ICAR-NBAIR, and Dr G.U. Kulkarni, President, JNCASR and other officials from ICAR-NBAIR and JNCASR.

On the occasion of World Fisheries Day, the Dept. of Fisheries, GoI is organising a Global Fisheries Conference India 2023 which began at Gujarat Science City, Ahmedabad, Gujarat. Parshottam Rupala, Union Minister for Fisheries, Animal Husbandry & Dairying inaugurated the Special Pavilion and main Exhibition of Global Fisheries Conference India 2023. Minister of States for Fisheries, Animal Husbandry & Dairying Dr Sanjeev K. Balyan, and Dr L Murugan, Chief Minister of Gujarat, Bhupendra Rajnikant Patel, Ministers of various states, Ambassador of various countries, other dignitaries and heads of various organisations and fisheries research institutes were present in the event.

Parshottam Rupala released the “State Fishes of India Booklet” to encourage each state in India to adopt a fish and conserve its biodiversity. The booklet contains details of 21 fish species adopted as State Fish and declared as State Aquatic Animals. The other key publication released was “Handbook on Fisheries Statistics year 2022” which aims at providing key data points and performance indicators for the Fisheries sector making accurate and reliable fisheries data available to all.

Further, Rupala distributed Group Accident Insurance Scheme (GAIS) claim cheques (Rs 5 lakhs each) to beneficiaries /legal heirs from the states of Odisha and Puducherry, Kisan Credit Card (KCC) to eligible beneficiaries with the loan amount of Rs 35 thousand to Rs 3 lakhs for beneficiaries from Gujarat, Green Fuel conversion kit for sustainable development of fisheries sector that included beneficiaries from Kerala and transponders for beneficiaries from Gujarat.

Sagar Mehra Joint Secretary for DoF, highlighted that the Department of Fisheries organised an event of this scale and magnitude for the first time. He said it is a moment of pride for DoF (MoFAH&D, GoI) to host 10 foreign missions from the countries of France, New Zealand, Norway, Australia, Russia, Spain, Zimbabwe, Angola, Brazil and Greece along with International organisations namely Food and Agriculture Organisation (UN-FAO), Asian Development Bank (ADB), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Bay of Bengal Program (BoBP), Marine Stewardship Council India (MSC), Ministers from the States/UTs of Arunachal Pradesh, Haryana, Uttar Pradesh, Himachal Pradesh, Meghalaya, Nagaland, Tripura, Goa and Andhra Pradesh.

The delegation interacted with the exhibitors in the special pavilion that included a demonstration of aquariums, Artificial reefs, Seaweed Cultivation, capture fisheries, marine cage culture, bio floc, RAS, fish feed, LPG converter kits, pearl extraction and nucleus implantation, model of Setcom satellite terminals communication system, eco-friendly movable kiosks, multi-species hatchery etc.

The government is taking steps to control inflation and meet the demand and check the prices of tomatoes in India

Nirmala Sitharaman Finance Minister (FM) informed the Parliament that the government is importing tomatoes from Nepal due to a record-high spike in prices in the country.

The minister said that the government is taking steps to control inflation and meet the demand and check the prices of tomatoes in India, it has decided to import them from its neighbour, Nepal. Sitharaman was participating in a debate on the no-confidence motion in the Lok Sabha. As per her, the government has removed import restrictions and the first lot of tomatoes from Nepal will reach Varanasi, Kanpur, Lucknow this week.

Sitharaman also said that through the National Agricultural Cooperative Marketing Federation of India Ltd (NAFED) and other cooperative societies, the government has been procuring tomatoes from Maharashtra and Karnataka. These tomatoes are then distributed in Delhi-NCR, Bihar, Uttar Pradesh, West Bengal and Rajasthan at subsidised rates. The National Cooperative Consumers’ Federation of India Ltd. has distributed 8.84 lakh kg of tomatoes in the aforementioned states. The finance minister added that the wholesale prices of tomatoes in Andhra Pradesh and Karnataka are already coming down.

Andhra Pradesh, Madhya Pradesh, Karnataka, Gujarat, Odisha, West Bengal, Maharashtra, Chhattisgarh, Bihar, Telangana, Uttar Pradesh, Haryana and Tamil Nadu are the major tomato-producing states in the country. These states account for 91 per cent of the total production of the country, said FM.

Inter-Ministerial Meeting on issues of Management of Crop Residue Burning held

A high-level inter-Ministerial meeting was held under the co-chairmanship of Narendra Singh Tomar, Minister of Agriculture & Farmers Welfare and Bhupender Yadav, Minister of Environment, Forest & Climate Change to review the preparedness of the States of Punjab, Haryana, Uttar Pradesh and NCT of Delhi in preventing paddy stubble burning in the current season.

The high-level meeting was attended by Surya Pratap Shahi Agriculture Minister, Govt. of UP, Gurmeet Singh Khudian, Agriculture Minister of Punjab, Jai Prakash Dalal, Agriculture Minister of Haryana and Gopal Rai, Environment Minister of NCT of Delhi. Senior officers of the Ministry of Agriculture, Ministry of Environment, Govt. of India and from the States of Punjab, Haryana, Uttar Pradesh, NCT of Delhi and ICAR were also present.

During the meeting, the States presented the action plan and strategies for preventing stubble burning in the current season. The States were advised to utilise the funds provided for crop residue management, make Crop Residue Management (CRM) machinery available well before harvesting season and carry out Information, Education and Communication (IEC) activities in collaboration with ICAR and other stakeholders to bring awareness amongst farmers against paddy stubble burning.

Speaking on the occasion, the Union Minister for Environment stated that efforts to prevent paddy stubble burning for the last five years are bearing good results. Due to the concerted efforts of agencies like the Commission for Air Quality Management, burning instances in the States of Punjab, Haryana, Uttar Pradesh and NCT of Delhi have come down.  There is a need to encourage ex-situ management of paddy straw which will provide raw materials to the user industries like Power, biomass etc.

The combined Stock position of wheat and rice in the Central Pool stands at over 579 LMT

Wheat procurement during the ongoing Rabi Marketing Season (RMS) 2023-24 has progressed smoothly. The progressive procurement of wheat in the current season till 30 May is 262 Lakh Metric tons (LMT) which has already surpassed last year’s total procurement of 188 LMT by 74 LMT. About 21.27 Lakh farmers have already benefitted from the ongoing wheat procurement operations with a Minimum Support Price (MSP) outflow of about Rs. 47,000 crores. Major contribution in the procurement has come from three procuring states of Punjab, Madhya Pradesh and Haryana with procurement of 121.27 LMT, 70.98 LMT and 63.17 LMT respectively.

The major contributing factors in healthy procurement this year have been the grant of relaxation by the Government of India in quality specifications of wheat affected due to untimely rains; opening of procurement centres at village/ panchayat level; carrying out procurement through Co-operative Societies/ Gram Panchayats/ Arhatias etc. in addition to designated procurement centres for better outreach and permission to engage FPOs for procurement operations.

The rice procurement is also progressing smoothly. A quantity of 385 LMT of rice has been procured till 30 May during the Kharif crop of Kharif Marketing Season (KMS) 2022-23 with another 110 LMT yet to be procured. Further, a quantity of 106 LMT rice has been estimated to be procured during the Rabi crop of KMS 2022-23.

The Department of Agriculture & Farmers Welfare has engaged the Indian Institute of Management, Rohtak as a consultant to assess the impact of various initiatives undertaken by the states for paddy residue management in the last five years.

The Department of Agriculture, Cooperation & Farmers Welfare implemented the scheme in the Punjab, Haryana, Uttar Pradesh, and NCR of Delhi during 2018-19.

The scheme, a Central Sector Scheme on Promotion of Agricultural Mechanisation for Management of Crop Residue, is aimed at addressing air pollution in Delhi and NCR due to stubble burning in the adjoining states of Punjab, Haryana, and Uttar Pradesh and subsidising machinery required for in-situ management of crop residue

During the period from 2018-19 to 2022-23, the funds amounting to Rs 3138 crores have been released under this scheme. During the period the states have established more than 38000 Custom Hiring Centres (CHCs) for Crop Residue Management machines and more than 2.42 lakh machines have been supplied to these established CHCs and individual farmers of the four states.

IIM, Rohtak will conduct district-wise mapping of available machinery separately for in-situ and ex-situ management including assessment of the average use of each machine available with different entities such as individual farmers.

IIM will conduct an assessment of Societies and Custom Hiring Centres for paddy straw management and the analysis of usage based on optimum field capacities of these machines, assessment of the quality and cost of in-situ and ex-situ machines supplied under the scheme vis–a–vis quality and cost of machines in the open market.

IIM will suggest the strategic initiatives to be taken by the government including the synergies that may be required at the Central and state level in implementing various initiatives/schemes of different Ministries/Departments and assessment of the farmer’s perception/requirements through exhaustive consultation with farmers and various other stakeholders of this sector.

The outcomes of the consultation are also expected to suggest the required activities for crop residue management by way of putting in place the support infrastructure for implementing the scheme with greater knowledge, better access and expanded opportunities for small and marginal farmers.

Haryana plans to set up 500 pack houses to revolutionise horticulture in the state

Narendra Singh Tomar, Union Agriculture and Farmers Welfare Minister inaugurated 30 Integrated Pack Houses across the state at Aterna village in Sonipat (Haryana) recently.

He said that Haryana is ahead in crop production and horticulture and it cannot be praised enough. Today it is necessary that farmers cultivate new crops, use technology in production and produce quality products. It is a matter of happiness that the farmers of Haryana and the Haryana government are walking on this path. 

During this, Jayprakash Dalal, Agriculture and Farmers Welfare Minister, Haryana, was also present.

In this programme organised by the Horticulture Department of the Haryana Government, Tomar praised the schemes being run for the farmers in the state. In Haryana, 30 pack houses are being built across the state through FPOs. The Haryana government has planned about 500 pack houses, and not just 100 pack houses in the state. Setting up of 100 pack houses will change the picture of Haryana, while 500 pack houses will bring revolution in the field of horticulture in the state. 

Tomar said that the Government of India and Prime Minister Modi care about the farmers. To help the farmers, the Central Government has deposited Rs 2,17,000 crore in the accounts of crores of farmers under the Kisan Samman Nidhi. Minimum Support Price has been fixed for Rabi and Kharif crops, which is directly benefiting the farmers.

Haryana and the University of Birmingham have signed a Memorandum of Understanding (MoU) to develop Haryana Centre of Excellence on crop post-harvest management and sustainable cold chain during the global summit organised by the Centre for Sustainable Cooling (CSC) in Birmingham.

The agreement builds on the Africa Centre of Excellence for Sustainable Cooling and Cold-chain (ACES) developed with the Government of Rwanda and UN Environment Programme at the University of Rwanda.

The Haryana Centre of Excellence will conduct state-of-the-art applied research and provide capacity building and training, an innovation and business hub and technology testing/demonstration centre. It will connect experts, investors, agri-food business, farmer cooperatives, and energy or logistics providers to deliver sustainable cooling.

It also follows an MoU signed earlier this year with Telangana for a Telangana Centre of Excellence. The UK and UN Environment technical assistance programme is funded by DEFRA.

The summit was opened by the Rwandan High Commissioner, Johnston Busingye and Jai Prakash Dalal, Minister of Agriculture & Farmers’ Welfare, Government.

“The The UK-Haryana Centre for Post-harvest & Cold Chain will be a big leap towards developing and demonstrating post-harvest technologies that will enhance the shelf life of perishable produce. The centre will not only cater needs of farmers but also researchers and entrepreneurs,” said Dalal during his address at the global summit.

Toby Peters, CSC Director and Professor of Cold Economy at the University of Birmingham and Heriot-Watt University, commented, “We must now figure out how to provide the globally connected cold-chains for a well-functioning society in an efficient, affordable, equitable and sustainable manner. Temperature-controlled supply chains networks are complex, requiring coordination across multiple-stakeholder countries and continents. We need to understand the interplay with renewable energy, climate friendly refrigerants.”

“We must also understand the impact and opportunities of radical new innovations – refrigeration cycles, drones, blockchain and Internet-of-Things (IoT) – as well as the food innovations such as alternative proteins, vertical farming which will dramatically change how we produce, distribute and consume food,” Peters further added.

Brian Holuj, UN Environment’s Project Manager for the Centres, added, “With the ACES hub taking shape in Kigali and major progress at its first “spoke” in Kenya, we are delighted to expand our collaboration with CSC to include the development of this new Centre in Haryana. There is a tremendous opportunity for cross-fertilisation among the best minds in Africa, India, the UK and beyond as we tackle critical cold-chain needs.”

CSC is responsible for a series of multinational and multi-partner cold-chain research programmes across UK, EU and internationally to explore system approaches on how to meet cold-chain needs and facilitate uptake of innovative systemic solutions at scale and increase awareness among policy makers about the importance of a sustainable, equitable and resilient cold-chain system globally.

The concerned states must effectively utilise Rs 600 Crore made available to them this fiscal to achieve the ‘Zero Stubble Burning’ goal

Narendra Singh Tomar Union Minister, Agriculture & Farmers Welfare hold a high-level review meeting with the officials of State Governments of Punjab, Haryana, Uttar Pradesh and NCT of Delhi, Officers of the Department of Agriculture & Farmers Welfare (DA&FW) and Indian Council of Agricultural Research (ICAR), on the actions taken/proposed to be taken by the State Governments for management of stubble burning during 2022 season.

Tomar told the officials of the States to strengthen and widen the IEC activities to make aware the farmers that stubble burning leads to loss of soil fertility in the long run, like the overuse of urea. He urged the officials to make arrangements to take the farmers to the sites, where the Pusa Decomposer developed by the Indian Council of Agricultural Research (ICAR) is being used for practical demonstrations.

For effective control of paddy stubble burning during the ensuing season,  Tomar directed that the States should  chalk out a comprehensive action plan at micro level, establish a mechanism to ensure effective utilization of machines, promote use of bio-decomposer in a complimentary mode with the CRM machines, promote ex-situ utilization of straw by way of mapping demand from adjoining industries like  biomass based power plants, bioethanol plants etc. and take up IEC activities for mass awareness among farmers through intensive campaigns in the electronic/print medias, social media as well as through Kisan Melas, publications, seminars, advisories with the involvement of all stakeholders in this sector.  If all the actions are taken at the State level in a holistic manner, the stubble burning can be effectively controlled during the coming season.

During the period from 2018-19 to 2021-22, the funds amounting to 2440.07 crores have been released (Haryana – Rs. 693.25 crores, Uttar Pradesh – Rs 533.67 crores, NCT of Delhi – Rs 4.52 Crores, ICAR and other Central Agencies – Rs 61.01 crores, and the major share has gone to the State of Punjab i.e., Rs. 1147.62 Crores).
