Parshottam Rupala, Minister of Fisheries, Animal Husbandry and Dairying, Government of India launched an android-based mobile app as ‘Report Fish Disease; in the presence of Dr. L. Murugan, Minister of State for Fisheries, Animal Husbandry and Dairying, J.N. Swain, Secretary, Department of Fisheries, MoFAH&D, Dr. Abhilaksh Likhi, Officer on Special Duty, MoFAH&D and Dr. Himanshu Pathak, Secretary, DARE & DG, ICAR, New Delhi. Contributing to the vision of ‘Digital India’, the ‘Report Fish Disease’ has been developed by ICAR-National Bureau of Fish Genetic Resources (NBFGR), Lucknow and launched under the National Surveillance Programme for Aquatic Animal Diseases.

The Department of Fisheries has allocated ₹33.78 crores for three years to implement the second phase of the NSPAAD under the PMMSY scheme. With the launch of this App, NSPAAD was able to meet national and international obligations through transparent reporting. The app will be a central platform for connecting and will integrate fish farmers, field-level officers and fish health experts seamlessly. The disease problem faced by the farmers which used to go unnoticed or not reported earlier, will reach the experts and the problem will be addressed efficiently within a short period of time.

The farmers using this app will be able to connect directly to district fisheries officers and scientists. The Farmers and stakeholders can make self-reporting of diseases of finfish, shrimps and molluscs on their farms through this app for which scientific technical assistance will be provided through the same App by our scientists/ Experts to the farmers. Early warning systems and scientific advice being provided to the farmers will be helping the farmers to reduce their losses due to diseases and will further strengthen the disease reporting by fish farmers in the country.

Parshottam Rupala, Minister of Fisheries, Animal Husbandry and Dairying, held a bilateral meeting with Marie-Claude Bibeau, Canada’s Minister of Agriculture and Agri-Food.

The two sides discussed the potential bilateral cooperation to strengthen livestock health management system, genetic upgradation of livestock, biosecurity measures, capacity building etc. Both sides felt that there is much to learn from each other in the related fields.

Exchanging information and expertise will help build the knowledge and capability of each other’s animal husbandry sector, which will have mutual benefits for both countries.

Both the dignitaries have discussed various ideas to further strengthen the close and special unique India- Canadian friendship.

In 2022, India was the ninth-largest trading partner of Canada. It was a noteworthy year for trade relations between the two countries, with bilateral trade in goods reaching an impressive value of approximately $8.2 billion. This represents a remarkable growth rate of around 25 per cent compared to the trade volume of 2021.

In FY 2022-23, bilateral trade in goods reached US$6.9 billion, with Indian exports amounting to $3.48 billion. Canadian exports to India amounted to $3.42 billion, during the period.

Parshottam Rupala, Union Minister of Fisheries, Animal Husbandry and Sarbananda Sonowal, Dairying and Minister of Ports Shipping and Waterways has laid the foundation stone for the project on Modernisation and Up-gradation of Cochin Fishing Harbour at Thoppumpady, Samudrika Hall, Willingdon Island, Cochin Port Authority, Cochin.

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Govt. of India in March 2022 sanctioned the proposal of Cochin Port Trust for Modernisation and upgradation of Cochin Fishing Harbour at Thoppumpady at a total cost of Rs.169.17 crore with central financial assistance of Rs.100 crore under PMMSY in a convergence with the Ministry of Ports, Shipping and Waterways under Sagarmala.

The project will benefit 700 fishing boats operating at Cochin fishing harbour, which will support the direct livelihoods of about 10000 fishers and the indirect livelihoods of about 30000 fishers across the value chain. It is envisaged that the modernization project will support substantial improvement in hygienic conditions and an increase in earnings from the export of fish and fish products.

The main activities taken up under modernisation include the establishment of air-conditioned Auction halls, a Fish dressing unit, a Packaging unit, internal roads, loading & unloading platforms, an Office, a Dormitory and a Food court. The project has a PPP component of Rs.55.85 crore which include components such as the establishment of cold storage, slurry & tube ice plants, multi-level car parking facility, reverse osmosis plant, food court, retail market etc. The Minister of Fisheries, Animal Husbandry and Dairying stated that the Government has approved projects to the tune of more than Rs 7,500 Cr. for the development of modern fishing harbours and fish landing centres under Fisheries and Aquaculture Infrastructure Development Fund (FIDF), Sagarmala scheme and Pradhan Mantri Matsya Yojana (PMMSY) Scheme.

Under the aegis of Azadi Kaa Amrit Mahotsav, the Department of Animal Husbandry and Dairying, Government of India, in collaboration with the Agriculture Production Department, Government of Jammu and Kashmir, celebrated World Milk Day at SKICC, Srinagar. On this occasion, a two-day summer meet for the animal husbandry and dairying sector was kicked off.

The programme was inaugurated by Parshottam Rupala, Union Minister for Fisheries, Animal Husbandry and Dairying in the presence of Manoj Sinha, Lieutenant Governor, J&K, Dr Sanjeev Kumar Balyan, Minister of State of Fisheries, Animal Husbandry and Dairying and Dr L. Murugan, Minister of State of Fisheries, Animal Husbandry and Dairying and Information & Broadcasting. The event witnessed the participation of all the States and UTs and was graced with the presence of 15 Ministers of Animal Husbandry & Dairying and senior officers from all the states / UTs. More than 400 livestock farmers from various districts of Jammu and Kashmir participated in the event.

On the occasion, Parshottam Rupala, Union Minister for Fisheries, Animal Husbandry and Dairying, underscored the importance of milk in Indian culture and tradition and said that India’s milk production is touching heights owing to the immense contributions by dairy farmers and agri-entrepreneurs. He also inaugurated the exhibition showcasing the achievements and programmes of the department.

He asked the states and Union Territories to emulate J&K’s aspiration of being number one in dairy products so that nations become number one in the world in this sector.

Manoj Sinha, Lieutenant Governor Jammu & Kashmir, while thanking the Ministry of Fisheries, Animal Husbandry and Dairying for its unflinching support to boost the sector, said that the Union Territory has moved ahead on the path of peace and development. He said that the dairy sector has the potential to boost other sectors as well. The implementation of the Kisan Samparak Scheme has uplifted our marginal farmers and given a boost to our agri sector. It has not only helped in increasing average productivity but also in creating more and more jobs, he added.

Sinha said that the UT of J&K will be milk surplus in the coming five years as we have embarked on a journey of holistic development and this sector remains at the centre stage.

Speaking on the occasion, Dr. L Murugan, MoS Fisheries, Animal Husbandry and Dairying and Information and Broadcasting said that World Milk Day is an occasion to celebrate and acknowledge the contributions of our dairy farmers, especially women whose contributions have made India the top milk producer in the world. He said that the dairy sector has empowered more than 80 million people in the country.

Union Minister of Fisheries launched the 6th Phase of  Sagar Parikrama in Andaman & Nicobar Islands

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India launched Phase VI programme of the Sagar Parikrama, program on 75th Azadi Ka Amrit Mahotsav. The Sagar Parikrama program has been organised through a pre-decided sea route covering coastal states/Union Territories. The two-day Phase VI was organised at Andaman & Nicobar Islands, the Union Territory of India, which started from Rajiv Gandhi Centre for Aquaculture (RGCA) – Marine Product Export Development Authority (MPEDA), Kodiyaghat, Port Blair to understand the Domestication of Tiger Shrimp Project.

While addressing the occasion, Rupala recognised the critical role of fish farmers in meeting the growing demand and the invaluable contributions of our fishermen and fish farmers who tirelessly work to provide a vital source of food and sustenance. Rupala emphasised sustainable fishing practices that increase productivity and minimise environmental impacts. Union Minister informed that due to the high demand of fishermen from all over the country to support them in improving their livelihood, the Prime Minister established a separate department of fisheries and from 1950 to 2014 the investment in the fisheries sector was of around Rs 3,681 crore. After that, the government introduces the schemes such as PMMSY, FIDF and others with a budget of approx. Rs. 32,000 crore. has been made for developing the fisheries sector by understanding the ground realities.

The Union Minister interacted with the beneficiaries such as fish farmers and fishermen present at the event. Many beneficiaries shared their ground-level experiences with Parshottam Rupala and highlighted their issues as well as appraised for the tremendous contribution that the KCC and PMMSY scheme has introduced in the life of fishermen and fishing communities.

Department of Animal Husbandry and Dairying under the Ministry of Fisheries, AH and Dairying acts promptly to address concerns of livestock farmers of Darjeeling and Kalimpong districts of West Bengal, as suspected cases of LSD (Lumpy Skin Disease), a devastating disease of Cattle and Buffaloes are reported.

Parshottam Rupala Union Cabinet Minister for the FAHD directed for prompt action on the letter of the Member of Parliament from Darjeeling Raju Bista about his concerns on the reports of rising cases of lumpy skin disease (LSD) in Kalimpong and Darjeeling districts of West Bengal.

The Department of Animal Husbandry and Dairying, GoI responded swiftly and has taken all necessary steps for providing technical and financial support in close coordination with State and district officials of AHD.

As per the verifications from the field, there are no deaths of cattle due to LSD in Darjeeling and Kalimpong. Around 400 unvaccinated cattle in Darjeeling and 2000 in Kalimpong were infected out of which 200 and 1200 respectively have already recovered. Treatment of other infected cattle is underway including ring vaccination of cattle in affected areas to check the spread of the disease. There are no reports of LSD in sheep/goats in both the districts and the infection is reported mainly in unvaccinated cattle. However, the situation is under control.

The Department has been implementing various measures for the control of the disease which are under Surveillance, The Department has already formulated the surveillance strategy through Exit Plan and circulated it to all the states. Diagnostic facilities are readily available in the region and Regional Disease Diagnostic Laboratory (RDDL), Kolkatta has been authorised and financially supported for surveillance of cattle through PCR testing of LSD and the same was communicated to the state.

Parshottam Rupala Union Minister for Fisheries, Animal Husbandry and Dairying launched the Animal Pandemic Preparedness Initiative and World Bank-funded Animal Health System Support for One Health to enhance India’s preparedness and response to potential animal pandemics, in line with the One Health approach. This initiative aims to enhance India’s preparedness and response to animal pandemics, focusing on zoonotic diseases that threaten both animal and human health. This initiative will help to improve veterinary services and infrastructure, disease surveillance capabilities, early detection and response, build the capacity of animal health professionals, and awareness among farmers through community outreach.

 The event also saw the launch of the World Bank-funded project on ‘Animal Health System Support for One Health (AHSSOH)’ which aims at creating an ecosystem for a better animal health management system using the One Health approach covering five states in India.

Speaking on the occasion, Parshottam Rupala, Union Cabinet Minister of Fisheries, Animal Husbandry and Dairying said, “India is home to a diverse animal species, and the livestock sector plays a critical role in the country’s economy and food security. However, we are also vulnerable to threats posed by emerging and zoonotic diseases. The Animal Pandemic Preparedness Initiative is a proactive step to protect our animal resources and ensure the safety and health of our people. The Animal Pandemic Preparedness Initiative and the World Bank-funded ‘Animal Health System Support for One Health’ are comprehensive efforts to address animal pandemics in a holistic manner. By strengthening our animal health systems and implementing the One Health approach, we can better prevent and control zoonotic diseases, which not only impact the health and welfare of our animals but also have a significant economic impact and human health concerns.”

The Product Processing Utilisation & Training Wing has been inaugurated to explore the immense opportunities in the camel product processing sector

Union Minister of Fisheries, Animal Husbandry and Dairying, Parshottam Rupala, inaugurates the ‘Camel Product Processing Utilisation & Training Wing’ at the ICAR centre in Bikaner. ICAR–Bikaner is a Premier Research Centre and an autonomous organisation under the Department of Agricultural Research and Education, Ministry of Agriculture and Farmers Welfare. Considering the importance of camel in the socio-economic development of arid and semi-arid zones, the Government of India established a Project Directorate on Camel at Bikaner in 1984, which was upgraded to National Research Centre on Camel (NRCC) in, 1995

The Centre has been identified as one of the important tourist places of Bikaner and is included in the tourist book. A camel museum is available to apprise them of the developmental and research aspects of the camel in the desert ecosystem. Every year thousands of Foreign and Indian tourists visit the centre.

The Product Processing Utilisation & Training Wing at the centre has been inaugurated by taking into consideration the immense opportunities that this sector holds.

Parshottam Rupala interacted with pastoralists and the pastoral community at the research centre. Further, the Minister also visited the institute’s facilities and interacted with the scientist and domain experts. Detailed discussions followed on the significance of the inception of this producinstitute’s facilities and interactions shall benefit the pastoral community.

While inaugurating the training wing, Parshottam Rupala said, ‘With the Animal Husbandry sector emerging as one of the diversified drivers of economic growth and rural income, there is a need for technological infusion, public investments, and policy reforms. Further, the Union Minister also said that this centre is beneficial not only to the pastoral communities in the state of Rajasthan but India as a whole. He added that the Ministry aims to work in tandem with the stakeholders for the continued growth of the livestock sector.

The main objectives of Sagar Parikrama are to disseminate information on various fisheries-related schemes and programs being implemented by the government

Parshottam Rupala, Union Minister of Fisheries, Animal Husbandry and Dairying, starts the Sagar Parikrama Phase-III from Hazira Port, Gujarat, and proceeds towards the coastal line of Maharashtra at Satpati, Vasai, Versova, and Parikrama will end at Sasson Dock, Mumbai.

The main objectives of ‘Sagar Parikrama’ are to facilitate interaction with fishermen, coastal communities and stakeholders so as to disseminate information on various fisheries-related schemes and programs being implemented by the Government; demonstrate solidarity with all fisher folk, fish farmers and concerned stakeholder as a spirit of Aatmanirbhar Bharat, to promote responsible fisheries with focus on the sustainable balance between the utilisation of marine fisheries resources for food security of nation and livelihoods of coastal fisher communities and protection of marine ecosystems.

The journey of Sagar Parikrama focuses on the sustainable balance between the utilisation of marine fisheries resources for the food security of the nation and livelihoods of coastal fisher communities and the protection of marine ecosystems, to bridge the gaps of fisher communities, and their expectations, development of fishing villages, upgradation and creation of infrastructure such as fishing harbours & landing centres to ensure sustainable and responsible development through an ecosystem approach.

The Sagar Parikrama program is celebrated in all coastal States/UTs through a pre-decided sea route down right from Gujarat, Diu, Maharashtra, Goa, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Odisha, West Bengal, Andaman & Nicobar, and Lakshadweep Islands to have interaction program with fishermen, fisher communities and stakeholders in these locations to know the problems of Coastal Fisher folk. A holistic approach has been adopted to improve the quality of life and economic well-being of fishers and fishermen in rural areas and create more livelihood opportunities.

The well-equipped veterinary facilities will be just a call away by dialing 1962

Parshottam Rupala , Union Minister for Fisheries, Animal Husbandry and Dairying inaugurated 29 Mobile Veterinary Units and centralised call centre in Thiruvananthpuram  in a significant step for the benefit of the livestock farmers in Kerala.

These MVUs will be operated through a centralised call centre with a uniform Helpline No. 1962. It will receive calls from livestock rearers / animal owners and Veterinarian will prioritize all cases on the basis of emergency nature and will transmit them to the nearest MVU for attending at farmer’s doorstep.

MVUs will provide diagnosis treatment, vaccination, artificial insemination, minor surgical interventions, audio-visual aids and extension services to farmers / animal owners at their doorstep in far flung area. MVUs will act as one-stop Centre for solutions to veterinary issues and dissemination of information to the remotest areas of the country.

Kerala is deploying 50 MVUs in different districts. Now, the veterinary hospital will be just a call away by dialling 1962. These vehicles are equipped with state of art diagnostic tools, animal treatment and breeding accessories, audio visual aids and necessary medications.

The Minister highlighted that this intervention will boost the confidence of dairy breeders to rear high productive dairy animals as most of the breeders are reluctant to take their livestock to Veterinary Hospital for treatment and usually end calling quacks for doorstep delivery of services. Each MVU shall be manned by a qualified Veterinarian and a Paravet for providing specialized services to livestock farmers, he added.

Elaborating on the scheme the Minister underlined that the scheme is promising and will transform the dairy sector from a subsistence-based farm livelihood to a commercially viable enterprise by giving gainful employment to the youth of the Kerala.

In the current financial year, Department of Animal Husbandry and Dairying (DAHD), MoFAHD, Govt of India has sanctioned 4332 MVUs across the country.

More than two lakhs artificially bred wild fish seed germplasm of river Ganga (Rohu, Catla and Mrigal) was released into the river.

Parshottam Rupala, Union Minister for Fisheries, Animal Husbandry and Dairying launched National Ranching Program at Varanasi, Uttar Pradesh. As a part of “Azadi Ka Amrit Mahotsav” ICAR-Central Inland Fisheries Research Institute, Barrackpore organized National ranching program and mass awareness campaign at Assi ghat, Varanasi, Uttar Pradesh under the ‘Namami Gange’ programme for holistic fisheries development of river Ganga.

More than two lakhs artificially bred wild fish seed germplasm of river Ganga (Rohu, Catla and Mrigal) was released by the Minister and other dignitaries into the river. The event was also marked by mass awareness campaign on Ganga conservation at Assi Ghat, Varanasi.

Rupala in his address expressed his gratitude to the Prime Minister Narendra Modi for giving him the privilege of ranching fish fingerlings into the water of Mother Ganga at Kashi. He emphasized that about 190 fish species have been recorded from the river in the last four years which is providing livelihood and economic stability to the fishermen living on the banks of river Ganga.

Dr. Joykrushna Jena, Deputy Director General (Fisheries science), ICAR highlighted the importance and significance of Gangetic fisheries in the upliftment of socio-economic condition of fishers and ecosystem sustainability.

Dr. Basanta Kumar Das, Director, ICAR-CIFRI briefed about ICAR-CIFRI activities under Namami Gange project. He emphasized that as a part of the National Ranching Programme more than 58 lakhs of wild Gangetic carps were released in several areas of river Ganga covering four states namely UP, Bihar, Jharkhand and West Bengal. He sensitized local fisher folks and highlighted the importance of Gangetic health required to sustain fishes and Dolphins.

Dr. Sandeep Kumar Behera from Namami Ganga Program highlighted the need to enhance the State-Central coordination for the conservation of indigenous fish species in the river. He sought honourable Minister’s intervention to issue strict guidelines to the states to stop fishing during the breeding period.

The prime objectives of NMCG sponsored project includes exploratory survey of the fish diversity, stock assessment of the prized Rohu, Catla, Mrigal, Calbasu and Mahaseer along with seed production of selected fish species and ranching in the depleted river stretch. Fishes like Calbasu, Mrigal & Rohu will not only increase the fish catch but also will add in maintaining the cleanliness of the river as they feed on organic remnants in the river.

NDDB MRIDA Limited, will open avenues of additional income to dairy farmers from sale of slurry/ dung.

 Parshottam Rupala, Union Minister of Fisheries, Animal Husbandry and Dairying has launched NDDB MRIDA Limited, a wholly-owned subsidiary company of National Dairy Development Board to take forward manure management initiatives across the country in presence of Dr Sanjeev Kumar Balyan, MoS, FAHD and Dr L Murugan, MoS, FAHD. Atul Chaturvedi, Secretary, DAHD, Govt. of India, Meenesh Shah, Chairman, NDDB, Ms Varsha Joshi, Additional Secretary (CDD), DAHD, and Sandeep Bharti, newly appointed Managing Director of NDDB MRIDA Limited.

NDDB has established NDDB MRIDA Limited, an Unlisted Public Limited Company under the Companies Act, 2013 on July 1, 2022 as with the paid-up capital of Rs. 9.50 crore.On the occasion, Rupala said NDDB Mrida Ltd will open avenues of additional income to dairy farmers from sale of slurry/ dung. He added that it will help in savings to the farmers by virtue of replacement of cooking fuel with biogas. He further said that efforts are being made for better utilisation of bovine dung but most are individual initiatives and this new company will provide structured impetus to manure management efforts.

 Meenesh Shah, Chairman, NDDB and NDDB Mrida Ltd said “NDDB Mrida Ltd will take up setting up of manure value chain, biogas based CNG generation, biogas-based energy generation for dairy plants. He added thst the new company will explore opportunities to efficiently use cattle dung as ingredient for various applications in different industries and as a replacement to traditional wood, clay, paint, etc.”

Shah also added that the company will undertake research and development on cost effective technologies for efficient dung management and a major area of focus will be establishing revenue generation models at the village-level through sale of cattle dung-based products. He added that the company will provide marketing and sale support to agencies manufacturing gobar-gas slurry-based fertilisers and establish mechanisms to accrue carbon revenue from the projects to generate additional revenue stream for dairy farmers.

First India Animal Health Summit 2022 was held at NASC Complex, New Delhi on July 6, 2022

Parshottam Rupala, Union Minister of Fisheries, Animal Husbandry and Dairying said that there is need to strengthen the cooperative movement in the livestock sector. While inaugurating first India Animal Health Summit 2022, he called for greater use of Ayurveda for ensuring better animal health.

First India Animal Health Summit 2022 was held at NASC Complex, New Delhi on July 6, 2022, understanding the significance of animal health towards the broader objective of the country’s food and nutrition security, rural incomes and prosperity and overall economic development.

Rupala was the chief guest at the inaugural function of ‘India Animal Health Summit 2022’ organised by Indian Chamber of Food and Agriculture (ICFA) and the Agriculture Today Group. He said that by ensuring good animal health, veterinarians are playing a very significant role.

Speaking on the occasion, Atul Chaturvedi, Secretary, Department of Animal Husbandry & Dairying said that animal health is a very major component of One Health and there is need to ensure even more respect for veterinarians in the community at large. He said that the department is taking initiatives to address animal pandemic preparedness.

The two-day event will host a plethora of panel discussions ranging from topics such as Animal Health policy initiatives to Business environment & investment opportunities in the Animal Health sector.
