The Scheme will help the Dairy Cooperatives to upgrade their processing infrastructure with an updated processing technology.

Parshottam Rupala, Union Minister of Fisheries, Animal Husbandry & Dairying, launched the realigned AHIDF Scheme and released the Radio Jingle on AHIDF at New Delhi. In his address, Rupala informed that the scheme was started during COVID period which was the difficult time for the entire country. He said that the scheme has been realigned and will be implemented for another 3 years. The industry, FPO, Dairy Cooperatives should take benefit of the scheme.

The Cabinet in its meeting approved the realignment of the AHIDF under Infrastructure Development Fund with an outlay of Rs 29610 crore. Now the Total Fund will be of Rs 29610 crores. Instead of Rs 15000 crores. The realigned scheme will be implemented for further period of three years from 31.03.2023 till 2025-26. In the realigned scheme, Dairy Infrastructure Development Fund has been subsumed. Now the Dairy Cooperatives will avail benefit of interest subvention of 3 per cent under AHIDF instead of 2.5 per cent which was received in DIDF. The Dairy Cooperative will also get Credit Guarantee support under the Credit Guarantee Fund of AHIDF. The Scheme will help the Dairy Cooperatives to upgrade their processing infrastructure with an updated processing technology. This will benefit large number of milk producers in the country.

In the inaugural event, Industry associations, NDDB, Dairy Cooperatives, FPO and Officials from the North Eastern States were also present. During the interaction, ABIS Export Private Limited, one of the eligible entities, appreciated the role of the scheme in creating infrastructure in livestock sector and said that they will invest Rs 2000 crore in creating infrastructure. Dishala Livelihood Producer Company Limited, FPO informed that they have set up a dairy processing and value addition project at Sehore, Madhya Pradesh with Capacity of 10000 litres per day under AHIDF in collaboration with Manthan Organization. They have obtained 1.2 lakh interest subvention from the Department. Amba Feed informed that they have set up 120000 MT per annum of Animal Feed plant in Coimbatore under AHIDF.

Under the realigned scheme, the following will be the benefit:

  • Interest Subvention of 3 per cent payable up to 8 years
  • Individuals, FPO, Dairy Cooperatives, Private Companies, Section 8 companies, MSME
  • Credit guarantee cover unto 25 per cent of the term loan.
  • No ceiling on the loan amount
  • Loan up to 90 per cent of the estimated/actual project cost
  • Dovetailing with capital subsidy schemes of other ministries or state level schemes
  • Ease of application process through online portal www.ahidf.udaymimitra.in.

The total export of fish and related products is Rs 63,969.14 crores in the year 2022-23

The inland fish production has shown rapid growth from 2014-15 to 2022-23. Inland fish production increased from 66.87 lakh tonnes in 2014-15 to 131.13 lakh tonnes in 2022-2023. This information was given by Parshottam Rupala, Union Minister of Fisheries, and Animal Husbandry & Dairying in a written reply to Lok Sabha.

The total export of fish and related products is Rs 63,969.14 crores in 2022-23 against Rs 46,662.85 crores in 2019-20. 

During the last three financial years (FY 2020-21 to FY 2022-23) and the current financial year (2023-24), a central budget of Rs 4810 crore has been allocated for the implementation of Pradhan Mantri Matsya Sampada Yojana (PMMSY) and out of this budgetary allocation, a sum of Rs 3345.28 crore has been released to various State Governments/Union Territories and other implementing agencies for development of fisheries and aquaculture sector.

The share of the Fisheries sector in the total Gross Value Added (GVA), at constant prices, in 2021-2022 is Rs 1,47,519 crores constituting about 1.07 per cent of the total national GVA and 6.86 per cent of Agricultural GVA.

As reported by the Directorate General of Commercial Intelligence & Statistics, the total import of fish and related products is Rs 1,949.51 crores in 2022-23, against the import of Rs 1,271.11 crores in 2019-20.

 The visit aims to promote exports of EU agricultural food and beverage products to India, facilitating its presence in the Indian market while enabling matchmaking between the businesses of both sides.

European Union (EU) Commissioner for Agriculture Janusz Wojciechowski will be visiting India on 7-9 December 2023, leading a business delegation of 50+ EU company representatives from the agri-food sector. During his visit, he would be inaugurating the EU Pavilion at the two prestigious exhibitions in New Delhi, SIAL and VINEXPO on 7th December, which will host a wide array of agri-food products from across Europe, offering an immersive experience into the quality, safety, authenticity, and sustainability standards of European food and beverages. The visit and the participation at the exhibition aim to promote exports of EU agricultural food and beverage products to India, facilitating its presence in the Indian market while enabling matchmaking between the businesses of both sides.

During his visit, Commissioner Wojciechowski will hold bilateral meetings with the Minister of Agriculture and Farmers Welfare, Narendra Singh Tomar, as well as the Minister of Fisheries, Animal Husbandry and Dairying, Parshottam Rupala, and with Niti Aayog, the policy think tank of the Government of India. It will be an occasion to exchange on the agricultural policy of the EU and India and raise the market access challenges faced by EU operators on the Indian market.

The EU is the Region of Honour of SIAL and VINEXPO 2023 with the EU Pavilions forming part of the ‘More than food’ campaign, with which the EU is actively promoting outstanding European agricultural products to Indian businesses and consumers. Commissioner Wojciechowski will participate in the opening ceremony of the fairs. The 50+ businesses accompanying the EU Commissioner will not only showcase their products to the Indian buyers from the food distribution, retail, manufacture, and hospitality industries at SIAL and VINEXPO, but will also explore business and match-making opportunities with their Indian counterparts. The EU Pavilions will play a crucial role in creating excellent, centralised matchmaking opportunities for Indian buyers, retailers, and distributors. They are meant to lead to the establishment of new business partnerships that are mutually beneficial for both EU companies and their Indian counterparts. The direct interactions during the sessions will also contribute to a better understand-ing of the specific needs and preferences of the Indian market. This knowledge exchange can contribute to in- formed decision-making and enhance the potential for successful market entry.

According to Basic Animal Husbandry Statistics 2023, major contribution in the total Egg production comes from Andhra Pradesh with a share of 20.13 per cent of total Egg production.

Union Miniter Parshottam Rupala informed that the Production of Milk, Egg, Meat and wool in the country is estimated annually based on the results of Integrated Sample Survey (ISS) which is conducted across the country in three seasons i.e., Summer (March-June), Rainy (July-October) and Winter (November-February).

Egg Production:

Parshottam Rupala stated that the total Egg production in the country has estimated as 138.38 billion nos. during 2022-23 registered a growth of 33.31 per cent growth over the past 5 years as compared to the estimates of 103.80 billion numbers during 2018-19. Further, the production has increased annually by 6.77 per cent during 2022-23 over 2021-22. In past the annual growth rate was 9.02 per cent in 2018-19; 10.19 per cent in 2019-20; 6.70 per cent in 2020-21 and 6.19 per cent in 2021-22.

Rupala informed that the Major contribution in the total Egg production comes from Andhra Pradesh with a share of 20.13 per cent of total Egg production followed by Tamil Nadu (15.58 per cent), Telangana (12.77 per cent), West Bengal (9.94 per cent) and Karnataka (6.51 per cent). In terms of AGR, the highest growth rate was recorded by West Bengal (20.10 per cent) and followed by Sikkim (18.93 per cent) and Uttar Pradesh (12.80 per cent).

The highest milk producing State during 2022-23 was Uttar Pradesh with a share of 15.72 per cent of total milk production followed by Rajasthan (14.44 per cent), Madhya Pradesh (8.73 per cent), Gujarat (7.49 per cent), and Andhra Pradesh (6.70 per cent).

The estimates of milk, egg, meat and wool for the year 2022-23 have been brought out and the outcomes of this survey are summarised below:

Milk Production:

Union Minister Shri Rupala informed that the total Milk production in the country is estimated as 230.58 million tonnes during 2022-23 registered a growth of 22.81 per cent over the past 5 years which was 187.75 million tonnes in 2018-19. Further, the production has increased by 3.83 per cent during 2022-23 over the estimates of 2021-22. In past, the annual growth rates were 6.47 per cent in 2018-19; 5.69 per cent in 2019-20; 5.81 per cent in 2020-21 and 5.77 per cent in 2021-22.

Minister stated that the highest milk producing State during 2022-23 was Uttar Pradesh with a share of 15.72 per cent of total milk production followed by Rajasthan (14.44 per cent), Madhya Pradesh (8.73 per cent), Gujarat (7.49 per cent), and Andhra Pradesh (6.70 per cent). In terms of annual growth rate (AGR), the highest AGR recorded by Karnataka (8.76 per cent) followed by West Bengal (8.65 per cent) and Uttar Pradesh (6.99 per cent) over the previous year.

16th Agricultural Science Congress gets underway in Kochi

Parshottam Rupala, Union Minister of Fisheries, Animal Husbandry and Dairying said that in view of the increasing food demand, environmental degradation and the challenges posed by climate change, there is an urgent need to transform agri-food systems into sustainable enterprises through scientific innovations. He was speaking after inaugurating the 16th Agricultural Science Congress (ASC) in Kochi.

Rupala added that agricultural scientists should strive to infuse greater mechanisation in the agriculture production process and develop and popularise specialised farm implements for women in agriculture.

Union Minister shared his observation during the Sagar Parikrama drive that marine and inland water pollution has seriously affected aquatic life and coastal ecology. He exhorted the scientists to find lasting and sustainable solutions to address this perilous threat.

Sharing his enthusiasm, Rupala highlighted that traditional farm products such as pokkali rice need to be promoted and measures are to be taken to ensure profitability for the pokkali farmers. He suggested that minimising post-harvest losses is equivalent to boosting production and this can be achieved by focusing attention on advanced technological interventions.

Union Minister further added that the future of India’s agriculture depends a lot on how the accumulated scientific knowledge can be translated to commercial success.

Rupala also inaugurated the Agri Expo being held on the side-line of the event which showcases innovative agricultural technologies of public and private sector research institutes, universities, agro-industries, extension agencies and NGOs. The Union Minister gave away the Dr. B.P. Pal Award for Excellence in Agricultural Sciences, Dr. A.B. Joshi Memorial Lecture Award and several other NAAS awards to the recipients.

According to the study, a resounding 91.1 per cent of the 135 fish stocks assessed in 2022 were deemed healthy, marking a significant milestone in India’s efforts to maintain the sustainability of its marine fisheries.

Parshottam Rupala, Union Minister of Fisheries, Animal Husbandry and Dairying unveiled a study report “Marine Fish Stock Status of India 2022” by the ICAR-Central Marine Fisheries Research Institute during the ‘Sagar Parikrama phase VIII at Kanyakumari, Tamil Nadu.

The report titled ‘Marine Fish Stock Status of India 2022’ reveals that India’s marine fish stock is healthy and sustainable. According to the study, a resounding 91.1 per cent of the 135 fish stocks assessed in 2022 were deemed healthy, marking a significant milestone in India’s efforts to maintain the sustainability of its marine fisheries. The report also highlighted the substantial reduction in unsustainable practices, with just 4.4 per cent of the stocks facing overfishing.

 Rupala also released ICAR-CMFRI’s ‘Good Management Practices in Seaweed Farming’ publication. ICAR-CMFRI has identified 333 prospective seaweed farming sites covering 23,950 hectares, aimed at horizontal expansion of seaweed cultivation. India has a seaweed production potential of 9.88 million t wet weight per year while the current production stands at merely 52,107 t wet weight per year. Seaweed farming has the potential to provide revenue up to Rs. 13.28 lakhs per hectare in a year on a dry weight basis.

Rupala visited the Vizhinjam Regional Centre of ICAR-CMFRI, Kerala. The Minister emphasized offshore cage farming, focusing on larger cages capable of accommodating lakhs of juveniles. Shri Rupala emphasized the need for expansion to offshore waters.

 Rupala urged ICAR-CMFRI to lead research and development efforts for advanced cages and expand seed production technologies for finfishes in coastal states using PPP mode. He also highlighted the potential of Pearl Oyster production and urged ICAR-CMFRI to take a proactive role in scaling up production.

Production of silver pomfret was 17, 235 tonnes in 2022, which declined by 8.45 per cent compared to 2017

Sudhir Mungantiwar the state minister of forests in Maharashtra, announced that the silver pomfret has been declared the ‘state fish’ of Maharashtra during a national conference on the Kisan Credit Card. This type of seafood is highly preferred by the coastal population of Maharashtra. The central fisheries minister, Parshottam Rupala, was present during the announcement. Mungantiwar stated that this decision will contribute to the conservation and growth of silver pomfret production in Maharashtra.

Fishermen in the state have recently expressed concern over the decline of silver pomfret due to mechanised fishing. The fish is being caught prematurely, leading to a drastic decrease in its quantity in coastal waters. Fishermen’s associations have called on the government to take action to protect the species. The decline in numbers has made it difficult to catch fully-grown silver pomfret which is known for its soft, buttery taste and popularity in Maharashtrian cuisine. The government’s decision is likely to safeguard the species and increase its catch in the state.

According to the Marine Products Export Development Authority (MPEDA), production of silver pomfret was 17, 235 tonnes in 2022, which declined by 8.45 per cent compared to 2017.

Pomfret was once abundant along the coasts of Sindhudurg, Ratnagiri, Raigad, Thane, and Palghar districts. It can also be found in coastal areas of Satpati, Jhai, Surat, and Kutch. Establishment of the Oil production project ‘Mumbai High’, leading to the invasion of the fish’s marine habitat. Unfortunately, there has been a consistent decrease in pomfret production since the 1980s. The state government recognised the significance of this fish species and even issued postage stamps to commemorate it.

On the third day of the Sagar Parikrama Phase VIII, Minister of Fisheries, Animal Husbandry & Dairying, Parshottam Rupala laid the Foundation Stone for the establishment of Multi-Purpose Seaweed Park in Tamil Nadu. Minister of State, Fisheries, Animal Husbandry & Dairying, Dr. L. Murugan, former Minister in the Government of India, Pon Radhakrishnan, Joint Secretary (Fisheries), GoI, Neetu Kumari Prasad, Chief Executive, National Fisheries, Development Board (NFDB), Dr. L. N. Murthy, Commissioner of Fisheries, Government of Tamil Nadu, Dr. K. S. Palanisamy, Collector of Ramanathapuram District, Thiru B. Vishnu Chandran and other key dignitaries were also present on the occasion. This begins a new chapter and is seen as a key strategic initiative to boost the seaweed sector in India.

Rupala informed the objectives of Seaweed Park namely seaweed cultivation for creation of employment opportunity for the coastal fisher youth and fisherwomen, development of value-added seaweed products by encouraging private sector/entrepreneurs and support them in setting up seaweed processing units in the proposed seaweed park, development of seaweed seed bank in collaboration with research institutes, universities, private entrepreneurs and fisheries department, exploration of untapped seaweed potential in the coastal districts of Tamil Nadu through scientific and traditional seaweed farming and development of R&D centres for production of quality seaweed.

The seaweed park includes promotion of seaweed cultivation in 136 coastal fishing villages in 6 coastal districts of Tamil Nadu namely Nagapattinam, Thanjavur, Tiruvarur, Pudukottai, Ramanathapuram and Thoothukudi. It will involve and engage manpower of 8821 people to promote their livelihoods, establishment of tissue culture labs and R&D facilities, shore-based infrastructure facilities (drying yard, warehouse etc.), skill development and capacity building, storage and marketing facility, processing and value addition facility etc. The seaweed park will also provide a single window support for the entrepreneurs, processors etc. to access information on schemes, licenses/approvals required, while also providing space to set up processing centres.

In addition to promoting seaweed cultivation, the park will also focus on the conservation of marine ecosystems and will house an aquarium highlighting various marine species that rely on seaweed for survival. It is expected to attract tourists, researchers, and entrepreneurs interested in the potential of seaweed as a sustainable resource while serve as platform to create employment opportunities for local communities and contribute to the economic growth of Tamil Nadu. Therefore, Multipurpose Seaweed Park stands not just as a testament to human ingenuity, but as a promise to safeguard the delicate balance of our planet’s ecosystems.

The Sagar Parikrama Phase VIII Yatra will proceed across coastal regions of Tamil Nadu and cover 4 coastal districts of Kanniyakumari.

Union Minister of Fisheries, Animal Husbandry & Dairying, Parshottam Rupala led the Sagar Parikrama Phase VIII along with Minister of State, Dr L Murugan in the presence of Secretary, DoF, Dr Abhilaksh Likhi, Joint Secretary, Neetu Kumari Prasad and Chief Executive, National Fisheries Development Board, Dr. L.N Murthy.

Sagar Parikrama Phase VIII program began with a warm welcome of Parshottam Rupala by fishermen and women and moved forward to Muthalapozhy fishing Harbour and Vizhinjam Fishing Harbour of Thiruvananthapuram district. Parshottam Rupala interacted with fishermen to gain insights into their way of life and livelihood. This interaction involved open conversations where the fishermen shared their experiences, challenges, and aspirations such as expansion of Harbour at Vizhinjam Fishing Harbour as the number of boats has increased. Union Minister (FAHD) discussed about the Muthalapozhy breakwater structure, and deliberated on design which is being re-evaluated to implement necessary corrective measures under PMMSY initiative. Rupala shared that the primary goal of such interactions is to bridge the gap between policymakers and the people directly affected by those policies. Approximately 200 fishermen participated at Muthalapozhy fishing Harbour and 150 fishermen participated at Vizhinjam Fishing Harbour.

Further, Parshottam Rupala along with Dr L Murugan visited and inspected the production units for Silver Pompano at CMFRI. Rupala advised to put up big production units to maximize the outputs.

In subsequent interactions at the coastal villages’ fishermen urged the Ministers on various demands such as Marine Ambulance, rescue facility for fishermen by helicopter, increasing insurance for fishermen to Rs.10 lakh and improvement of infrastructure for fishing including provision of Radio phones and communication centres. Various scheme beneficiaries, fishermen, fisherwomen, fish farmers and boat owners shared their on-ground experiences and life stories with the delegation. Fishermen also expressed happiness on tremendous contribution of various government schemes like PMMSY and KCC on their livelihoods.

Union Minister Rupala assured that the demands of the fishermen will be considered and appropriate action will be taken on each one of them. He thanked fishermen for discussing the challenges and informed that study will be conducted for improvement in fisheries related parameters. Further he informed that due to high demand of fishermen from all over the country to support them in improving their livelihood, Prime Minister established separate department of fisheries. The investment in fisheries sector has been made for the development of fisheries sector by understanding the ground realities.  Rupala also appreciated the contribution of the villagers in the fisheries sector and talked in detail about eliminating the critical gaps in the value chain of fisheries.

In addition, Parshottam Rupala requested the beneficiaries to come forward and use the benefits of KCC for fish farmers and allied activities. He also requested volunteers to help in creating awareness of the schemes such as PMMSY, KCC so that the beneficiaries can take benefit of the same.

The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India, and National Fisheries Development Board along with the Department of Fisheries, Government of Kerala, Government of Tamil Nadu, Indian Coast Guard, and fishermen representatives are organizing as well as actively participating in the Sagar Parikrama Phase VIII which started on 30th Aug 2023 from Vizhinjam, Kerala. In Vizhinjam, the parikrama covered Muthalapozhy Fishing Harbour, Vizhinjam Fishing Harbour and CMFRI Centre and moved along the coast to Kanyakumari District, Tamil Nadu. The Sagar Parikrama Phase VIII Yatra will proceed across coastal regions of Tamil Nadu covering Thengapattanam, Thoothoor, Valavalli, Karumpanai, Vaniyakudi, Colachel, Muttom, Uvari, Periathalai, Veerpandiyan Pattinam, Tharuvaikulam, Mookaiyur, Rameshwaram, Mandapam and Valamavur villages, covering 4 coastal districts of Kanniyakumari, Tirunelveli, Thoothukudi and Ramanathapuram. Other coastal districts like Thiruvallur, Chennai, Kancheepuram, Villupuram, Cuddalore, Thiruvarur, Karaikal and Puducherry Union Territory shall also be covered in upcoming sub-phases of Sagar Parikrama.

Murugan, Minister of State, Fisheries, Animal Husbandry & Dairying, Neetu Kumari Prasad, Joint Secretary, Department of Fisheries and other senior officers is on a visit to Norway for strengthening the bilateral cooperation between India and Norway in the field of fisheries and aquaculture. After attending the Opening Ceremony of the Aqua Nor 2023 trade show at Trondheim Spektrum, Klostergata, which is one of the world’s largest trade shows for aquaculture technology and innovation, the delegation visited AquaGen, a research-oriented breeding company that develops, manufactures, delivers genetic starter material and fertilised eggs to the global aquaculture industry. Parshottam Rupala, and Dr. L. Murugan, discussed opportunities for joint collaboration with Knut Roflo, CEO, AquaGen.  

Parshottam Rupala and Dr. L. Murugan interacted with the Indian participants at the exhibition, who displayed their products and services related to aquaculture and fisheries. Parshottam Rupala appreciated the efforts of the Indian exhibitors in promoting the quality and diversity of Indian aquaculture and fisheries products in the global market. The ICAR-Central Marine Fisheries Research Institute, Kochi (ICAR-CMFRI) has developed a nutraceutical product from select seaweeds to boost the innate immunity related to post-COVID complications, named as CadalminTM Immunalgin.

The product was released by the Chief Guests Narendra Singh Tomar, Union Minister of Agriculture and Farmers Welfare and Parshottam Rupala, Minister of Fisheries, Animal Husbandry, and Dairying, and Kailash Choudhary, Minister of State for Agriculture and Farmers’ Welfare, at a function during the ICAR Foundation and Technology Day.

The product is a synergistic combination of seaweed-based nutraceuticals, which is a 100 per cent natural blend of highly nutritious bioactive ingredients extracted with eco-friendly ‘green’ technology. The Department of Fisheries launched the Fisheries Startup Grand Challenge in partnership with Startup India hub and DPIIT, to identify, reward and recognise startups creating exceptional impact in the fisheries ecosystem. The Fisheries ecosystem in India has been growing over the years, currently having fisheries startups present in 21 states and union territories.

The Fisheries Startup Grand Challenge sought applications across four problem statements. The challenge received applications from 121 startups across the problem statements. After a rigorous analysis, 12 startups have been selected as winners of the challenge.

The selected startups will be felicitated by Parshottam Rupala Minister for Fisheries Animal Husbandry & Dairying, in the presence of Ministers of State, Fisheries, Animal Husbandry & Dairying, Dr L. Murugan and Dr Sanjeev Kumar Balyan along with Ministers in-charge Fisheries from various States and senior officers of Central and State Governments on the occasion of National Fish Farmer’s Day at Mahabalipuram, Tamilnadu.

The selected startups under the Pradhan Mantri Matsya Sampada Yojana will so be provided with a cash grant of INR 2 lakhs to help them continue building their innovations.

According to Food and Agriculture Organisation Corporate Statistical Database (FAOSTAT) production data (2020), India ranks 3rd in Egg Production and 8th in meat production in the world. Egg production in the country has increased from 78.48 billion in 2014-15 to 129.60 billion Nos. in 2021-22. Egg production in the country is growing at a rate (CAGR) of 7.4 per cent per annum.  The per capita availability of eggs is at 95 eggs per annum in 2021-22. Meat production in the country has increased from 6.69 million tonnes in 2014-15 to 9.29 million tonnes in 2021-22.

Livestock Sector is an important subsector of agriculture in the Indian economy. It grew at a Compound annual growth rate (CAGR) of 7.93 per cent during 2014-15 to 2020-21 (at constant prices). The contribution of livestock in total agriculture and allied sector Gross v12:11:5027-06-2023alue added (GVA) (at constant prices) has increased from 24.38 per cent (2014-15) to 30.87 per cent (2020-21). The livestock sector contributed 6.2 per cent of total GVA in 2020-21.

There are about 303.76 million bovines (cattle, buffalo, mithun and yak), 74.26 million sheep, 148.88 million goats, 9.06 million pigs and about 851.81 million poultry as per the 20th Livestock Census in the country.

Dairy is the single largest agricultural commodity contributing 5 per cent of the national economy and employing more than 8 crore farmers directly. India is ranked 1st in milk production contributing 23 per cent of global milk production. Milk production has increased by 51.05 per cent over the past 8 years from 146.3 million tonnes during 2014-15 to 221.06 million tonnes during 2021-22. Milk production is growing at the annual growth rate (CAGR) of 6.1 per cent over the past 8 years whereas world milk production is growing at 1.2 per cent per annum. The per capita availability of milk is 444 grams per day in 2021-22 as against the world average of 394 grams per day during 2021.
