Additionally, Rs 6000 crore can be saved annually by blending 20 per cent DME

Methanol is a low-carbon, hydrogen carrier fuel produced from high ash coal, agricultural residue, CO2 from thermal power plants and natural gas. It is the best pathway for meeting India’s commitment to COP 21.

NITI Aayog’s ‘Methanol Economy’ programme is aimed at reducing India’s oil import bill, greenhouse gas (GHG) emissions, and converting coal reserves and municipal solid waste into methanol. 

Although slightly lower in energy content than petrol and diesel, methanol can replace both these fuels in the transport sector (road, rail and marine), energy sector (comprising DG sets, boilers, process heating modules, tractors and commercial vehicles) and retail cooking (replacing LPG [partially], kerosene and wood charcoal). The blending of 15 per cent methanol in gasoline can result in at least a 15 per cent reduction in the import of gasoline/crude oil. In addition, this would bring down GHG emissions by 20 per cent in terms of particulate matter, NOx, and SOx, thereby improving the urban air quality.

The methanol Economy will also create close to 5 million jobs through methanol production/application and distribution services. Additionally, Rs 6000 crore can be saved annually by blending 20 per cent DME (Di-methyl Ether, a derivative of methanol) in LPG. This will help the consumer in saving between Rs 50-100 per cylinder.

The Bureau of Indian Standards has notified 20 per cent DME blending with LPG, and a notification for M-15, M-85 and M-100 blends has been issued by the Ministry of Road, Transport and Highways. Test standards and plans for the M-15 blend are being evolved in consultation with the Indian Oil Corporation Limited, the Automotive Research Association of India and the Society of Indian Automobile Manufacturers. In the railway sector, RDSO is working towards blending methanol in the range of 5-20 per cent through direct fuel injection in locomotives.

On 5 October 2018, Assam Petrochemicals launched Asia’s first canister-based methanol cooking fuel programme. This initiative is an extension of our Hon’ble Prime Minister’s vision of reducing the import of crude oil and striving towards the provision of a clean, cost-effective and pollution-free cooking medium. Methanol stoves can result in at least 20% savings for households. After the success of the pilot, the methanol cooking programme was scaled up to 1,00,000 households in the States of Uttar Pradesh, Maharashtra, Gujarat, Telangana, Andhra Pradesh, Goa, Karnataka, Jharkhand and Manipur.

Five methanol plants based on high ash coal, five DME plants, and one natural gas-based methanol production plant with a capacity of 20 MMT/annum, in a joint venture with Israel, have been planned to be set up. Three boats and seven cargo vessels are being built by the Cochin Shipyard Limited for the Inland Waterways Authority of India to use methanol as a marine fuel.

Thermax Ltd has successfully developed a 5 KW methanol-based reformer on a Direct Methanol Fuel Cell (DMFC). This module is being tested to replace DG sets in mobile towers. For direct electricity generation, Kirloskar Oil Engines Ltd has converted a 5 KW generator set to run on 100% methanol. Kirloskar is working towards converting generator sets of 150-300 KVA/KW capacity, in collaboration with Dor Chemicals, Israel.

Under R&D, work is in progress to set up coal-to-methanol plants in the country using indigenous technology, which is being developed by BHEL (Hyderabad and Trichy), Thermax, and IIT Delhi. Thermax and IIT Delhi are working on a TPD demonstration plant, while BHEL Hyderabad and Trichy are working on 1 TPD and 40 TPD demonstration plants, respectively. 

An R&D project has also been sanctioned by the Department of Biotechnology to IISc Bengaluru and Praj Industries Pune for the production of methanol from biomass. Phase-I of the production of syngas from biomass was demonstrated in January 2019.

The Centre has assured the Manipur government of complete support in ensuring that there is a sufficient stock of foodgrains in different parts of the State at all times and the NFSA beneficiaries are able to receive a regular supply of the entitled quantities.

Sanjeev Chopra, Secretary DFPD visited Imphal to review the functioning of NFSA in the wake of the recent law and order issues in Manipur. In the course of the visit, the DFPD Secretary met the Minister, of Consumer Affairs, Food and Public Distribution (CAFPD), Govt of Manipur L. Susindro Meitei and Chief Secretary, Vineet Joshi. The Centre has allocated an additional quantity of 30,000 MT of Rice in view of the current law & order situation for a period of 3 (three) months- June 2023 to August 2023 to non-NFSA beneficiaries to the State Govt of Manipur.

Presently, the stock position at 9 depots is 30600 MT which is adequate against the total monthly allocation of 12000 MT under NFSA and 6500 MT under non-NFSA.

Besides, Department is exploring additional routes to ensure a smooth and seamless supply of foodgrains through various routes like from Dimapur, Silchar and Bairabi to Manipur state and inducting a total of 25500 MT of Rice in the state by the end of June’2023. The estimated stock position will be sufficient to meet the requirement in the coming month. The regular inflow of stocks will be maintained to ensure that there is no scarcity of food grains in any part of the state.

The National Workshop of Bamboo Sector Development and Bamboo Exhibition aims to bring together key stakeholders from the bamboo industry, including policymakers, researchers, industry experts

Dr Abhilaksh Likhi, Additional Secretary, Ministry of Agriculture and Farmers Welfare, inaugurated the Bamboo Exhibition at the National Workshop on Bamboo Sector Development in New Delhi. The Additional Secretary, along with Joint Secretary (Horticulture), Priya Ranjan and Horticulture Commissioner, Dr Prabhat Kumar, visited all 58 stalls at the event, interacting with State Bamboo Mission officials, State Department officials, artisans, bamboo experts and entrepreneurs.

The exhibition saw participation from State Bamboo Missions including Tripura, Telangana, Madhya Pradesh, Arunachal Pradesh, Manipur, Uttarakhand, Uttar Pradesh, Meghalaya, Himachal Pradesh and Sikkim. Institutes like Bamboo and Cane Development Institute, Phoenix Foundation, Northeast Cane and Bamboo Development Council, Foundation of MSME Clusters along with startups and new age companies like Epitome (Mutha Industries), BioCraftBiomize, Bamboo India, ESES Biowealth Pvt Limited, Corner Art Store and organisations like Maharashtra Bamboo Board, Handicraft Sectorial Council and Bamboo FPOs under NAFED also participated in the event.

The National Workshop of Bamboo Sector Development and Bamboo Exhibition aims to bring together key stakeholders from the bamboo industry, including policymakers, researchers, industry experts, institutes and organisations to discuss the current state of the bamboo sector in India and identify ways to promote its growth and development.

The event is being organised by the Ministry of Agriculture & Farmers Welfare, Invest India and the Kerala State Bamboo Mission in New Delhi.

Around one lakh fingerlings of Pengba were released in the Loktak Lake from two sites – Sendra and Karang Island in Bishnupur District, Manipur

N Biren Singh, Chief Minister, Government of Manipur recently inaugurated the Mega Ranching Programme of Pengba, the State Fish of Manipur in the largest Freshwater Lake, Loktak Lake – A Ramsar Site organised by the ICAR-Central Inland Fisheries Research Institute, Barrackpore, Kolkata.

Singh urged the citizens of the State to save Loktak Lake by stopping the encroachment, electric fishing and use of small meshed nets for fishing. He released one Poster on the List of Fishes in the Loktak Lake, three leaflets providing information on the management of the open water bodies and Pengba Ranching for Sustainable Fisheries in Loktak Lake with Manipuri translation. The Chief Minister also distributed the inputs like 10 Tonnes CIFRI CageGrow Floating Feeds to 4 Cooperative Societies, 10 Cage Nets and 10 CIFRI HDPE pens among 150 beneficiaries during the occasion.

H Dingo Singh, Minister (Fisheries), Government of Manipur suggested the fishers carry out responsible fishing for the sustainable use of the lake.

M Asnikumar Singh, Chairman, Loktak Development Authority, Loktak, Manipur underlined the role of LDA in conserving the ecology of the Loktak Lake.

Earlier welcoming the dignitaries, Dr BK Das, Director, ICAR-CIFRI, Barrackpore, Kolkata highlighted the importance of Pengba Ranching in the Lake. He also apprised the participants about the ICAR-CIFRI’s intervention in the State.

Union Minister for Agriculture and Farmers’ Welfare, Narendra Singh Tomar and Union Minister of Tourism, Culture and Development of North Eastern Region (DoNER), G Kishan Reddy recently hosted a virtual meeting to take stock of various schemes of the Government of India in the sector of the North Eastern Region (NER). Agriculture ministers of the North-Eastern states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura discussed the issues and challenges they were facing in detail.

Union Minister of State for DoNER, BL Verma,. Ministers for Agriculture of all the eight North Eastern States accompanied by the Secretary, DoNER, Agriculture Secretaries from the NER states with senior officials also marked their presence.

Tomar in his speech quoted, “Our door is always open. I request all the state governments to come up with a proposal if you find any difficulty in any schemes related to the agriculture sector.” He said that about 9 lakh hectare land in the North East is well suited for oil palm production as it has the potential to benefit farmers at large. 

He also talked about horticulture and medicinal crops which are grown only in North-Eastern State. He said that Agriculture and Commerce Ministry are working together to tap such opportunities and to solve the logistic problems faced by the North Eastern States.

The minister urged the state governments to pay attention to natural farming.

North East Cane and Bamboo Development Council (NECBDC), has set up nursery and bamboo plantation site at LeirikKhul, Imphal West District and the Bamboo plantation site at Konshak Khul, Kangpopkpi District, Manipur.

Set up under North Eastern Council, Shillong under the Ministry of DoNER, Government of India, the initiative involves creativity and resource in talent scouting, training, technology sourcing, market linkage for giving a new age thrust to the age-old bamboo sector.
