Dr Mansukh Mandaviya reviews the availability and use of fertilisers in India 

Dr Mansukh Mandaviya Union Minister of Chemicals and Fertilisers, Health & Family Welfare interacted with State Agriculture Ministers on the availability and use of fertilisers in the country. During the meeting, he also reviewed the progress of nano urea, nano DAP and the promotion of alternate fertilisers at the field level and steps initiated by the States in this regard.

At the outset, Dr Mandaviya informed all the States that there is adequate availability of fertilisers in the country with the present level of 150 LMT stocks. This stock will not only take care of the ongoing Kharif Season but will also ensure a comfortable opening for the forthcoming Rabi Season.

Dr Mandaviya highlighted the necessity of reducing the excessive use of chemical fertilisers to save soil. He reiterated that Union Government has already taken a step in the form of the PM PRANAM scheme. The efforts also include the introduction of slow-release Sulphur Coated Urea (Urea Gold), nano urea, nano DAP etc. to promote the use of alternate fertilisers to save mother earth. The State Government expressed the willingness to be active participants in this resolve.

There was a discussion on the initiative of PMKSKs across the country which are acting as One-Stop-Shop catering to all the needs of farmers in one place. He appealed to all the State Agriculture Ministers and State Government Officials to regularly visit these PMKSKs and spread awareness among farmers.

Multipronged measures are being taken by the Department of Fertilisers, Government of India for deterrence against any malpractices and to ensure quality fertilisers for the farmers, under the directions of Dr Mansukh Mandaviya, Union Minister for Chemicals and Fertilisers. These measures have resulted in averting the diversion and black marketing of fertilisers in the country.

Special teams of dedicated officers called Fertiliser Flying Squads (FFS) have been formed to keep a strict vigil and to check diversion, black marketing, hoarding and supply of sub-standard quality fertilisers across the country.

The Fertiliser Flying Squads have conducted over 370 surprise inspections across 15 states/UTs which included mixture units, Single Superphosphate (SSP) units and NPK (Nitrogen, Phosphorus, Potassium) units. Consequentially, 30 FIRs have been registered for diversion of urea, and 70,000 bags have been seized of suspected urea (from Gujarat, Kerala, Haryana, Rajasthan and Karnataka (excl. GSTN seizure). Of which 26199 bags have been disposed of as per FCO guidelines). The FFS has also inspected three border districts of Bihar (Araria, Purnia, W.Champaran) and 3 FIRs have been filed against urea diverting units; 10 including 3 mixture manufacturing units in border districts have been de-authorised.

112 mixture manufacturers have been deauthorised due to several discrepancies and lapses found in documentation and procedures. Sample testing has also been ramped up with 268 samples tested as of now, of which 89 (33 per cent) have been declared sub-standard and 120 (45 per cent) found with neem oil content. For the first time, 11 persons have been jailed under the Prevention of Blackmarketing and Maintenance of Supplies (PBM) Act for the diversion and black marketing of urea in the last year. Several other legal and administrative proceedings have also been exercised by states through the Essential Commodities (EC) Act and Fertiliser Control Order (FCO).

Talcher Fertilisers project will be India’s largest and first coal gasification plant: Dr Mansukh Mandaviya

“India’s domestic production of urea will see a major boost with five new fertiliser plants coming up in the country. Four of these plants are already functional while Talcher is a coal gasification plant which will become functional by October 2024.” This was stated by Union Minister of Health & Family Welfare and Chemicals & Fertilizers, Dr Mansukh Mandaviya while he reviewed the progress of FCIL Talcher unit in the presence of Union Minister for Education and Skill Development & Entrepreneurship, Dharmendra Pradhan. Revival of FCIL Talcher unit is being undertaken by Talcher Fertilizers Ltd. (TFL), a company promoted by GAIL (India) Ltd. (GAIL), Rashtriya Chemicals & Fertilizers Ltd. (RCF), Coal India Ltd. (CIL) and Fertilizers Corporation of India Ltd. (FCIL).

Start of all five plants of FCIL/HFCL would add 63.5 LMTPA indigenous urea production capacity in the country. Out of five, four plants i.e., Ramagundam, Gorakhpur, Sindri and Barauni Fertilizer Plants have already started urea production in the country and Talcher Plant is expected to start by Sept 2024.

Speaking at the occasion, Dr Mandaviya said that “Government is taking significant steps in making country Aatmanirbhar. Fertiliser is sector is one of them. By utilising new technological interventions like coal gasification in our fertilizer plants and using our own sampada (resources) like coal, India is moving towards self-sufficiency in Urea sector. With this vision, Government of India has been reviewing the progress of Talcher unit which will be India’s largest and first coal gasification urea plant.”

TFL has been mandated by the Government to revive the erstwhile Talcher plant of FCIL by setting up a new coal gasification-based Urea Plant with the installed capacity of 12.7 Lakh Metric Ton per annum (LMTPA).

Since the project promotes coal gasification, it shall also aid in meeting the stated aim of gasifying 100 MT of coal by 2030. The project shall also provide impetus to the economy of Odisha in particular and eastern India in general thereby also propelling India towards Atma Nirbharta (self-reliance).

Coal gasification plants are strategically important as coal prices are non-volatile and domestic coal is abundantly available. Talcher plant shall also reduce dependence on imported Natural Gas for production of urea leading to reduction in natural gas import bill. Further the gasification process adopted in under construction Talcher unit is more environment friendly as compared to directly coal fired processes thereby supporting commitments made by India under Conference of Parties (CoP).

Dr Mansukh Mandaviya, Union Minister of Chemicals and Fertilizers reviewed the progress of Hindustan Urvarak & Rasayan Limited (HURL)-Sindri and Barauni projects. At the meeting, the Union Minister noted that Government of India is committed to start the production of urea from HURL-Barauni and Sindri plants shortly. “These two plants will add more than 25 LMTPA of indigenous production of Urea which will help in reduction of equivalent amount of imported urea”, he said.

The Union Minister also reviewed the progress of Talcher Fertilizers Ltd. (TFL), the country’s first urea plant based on Coal Gasification technology for production of ammonia/urea. The production capacity of TFL would be 12.7 LMTPA. The commissioning of TFL is expected in the year of 2024.

Dr Mandaviya noted that through focused efforts of the Government, India will become self-reliant in urea production. Further, each of these plants would generate 500 direct and 1500 indirect employments.

Government has mandated revival of Gorakhpur, Sindri and Barauni units through nomination basis by forming a Joint Venture company of nominated PSUs i.e., National Thermal Power Corporation (NTPC), Indian Oil Corporation Limited (IOCL) and Coal India Limited (CIL) and Fertilizers Corporation of India Ltd. (FCIL)/Hindustan Fertilizer Corporation Ltd. (HFCL). Accordingly, a Joint Venture company named Hindustan Urvarak & Rasayan Limited was incorporated with equity participations of 29.67 per cent each by NTPC, IOCL and CIL and 11 per cent by FCIL for setting up gas-based Ammonia urea plants of 12.7 LMTPA capacities each at Gorakhpur, Sindri and Barauni.

Government also mandated revival of Talcher unit through nomination basis by forming a Joint Venture company of nominated PSUs i.e., Gas Authority of India Ltd. (GAIL), Coal India Limited (CIL), Rashtiya Chemicals and Fertilizers Limited (RCF) and FCIL. Accordingly, a Joint Venture company named Talcher Fertilizer Limited (TFL) was incorporated with equity participations of 31.85 per cent each by GAIL, RCF & CIL while FCIL retaining 4.45 per cent equity.

The National Conference of State Agriculture and Horticulture Ministers has been organized after two years due to the Corona crisis, in Bangalore. It was inaugurated in the presence of Narendra Singh Tomar, Union Minister of Agriculture and Farmers Welfare, Dr Mansukh Mandaviya, Union Minister of Chemicals and Fertilizers and Health and Family Welfare, and Chief Minister of Karnataka, Basavaraj Bommai. This conference has been organized by the Union Ministry of Agriculture and Farmers Welfare coinciding with the ‘Azadi ka Amrit Mahotsav’, in which key issues will be deliberated upon to ensure the development of agriculture and farmers in the country.

On this occasion, Union Agriculture Minister Tomar listed out the various topics to be discussed in the two-day conference. These include Digital Agriculture, Pradhan Mantri Fasal Bima Yojana, National Agricultural Market (e-NAM) and Farmer Producer Organizations (FPOs), taking Prime Minister Kisan Samman Nidhi to its saturation level, International Year of Nutritional Grain (2023), Rs 1 lakh crore worth of Agricultural Infrastructure Fund, promotion of Natural Farming, New Age Fertilizers and New Technologies developed by ICAR.

Addressing the Inaugural ceremony, Tomar said that the Central and State Governments are working together in the field of agriculture, yet we all bear the important responsibility to solve the challenges facing the agriculture sector, formulate policies and their proper implementation.

In his address, Dr Mansukh Mandaviya, while explaining the global situation of fertilizers, said that India has to import it in large quantities, the raw material is also very expensive, and yet the central government is giving excessive subsidy. Subsidy on DAP has been hiked from Rs 512 in 2020-21 to Rs. 2,501 for the 2022-23 Kharif season. DAP price in India is lowest as compared to other countries.

Dr. Mandaviya said that as per the directions of the Prime Minister, the burden of increased cost is not being passed on to the farmers and the government is committed to the easy availability of fertilizers across the country, but now there is a dire need to increase the use of nano fertilizers and undertake this as a campaign across the country. Requesting cooperation from the states in this regard, he said that district-wise data of availability of fertilizers should be maintained so that it can be properly managed and distributed. Strict monitoring should also be done that farmers’ fertilizers is not diverted to industries anywhere. He said that model outlets will soon be launched across the country.

Union Minister of Health and Family Welfare and Chemicals and Fertilisers, Dr Mansukh Mandaviya visited Madras Fertilisers Limited (MFL) in Chennai on June 26, 2022. He reviewed the progress of the Company and understood challenges and elaborated on the opportunities and also directed the company to work towards the fulfilling needs of our farmers.

Union chemicals and Fertiliser Minister further said that he has also brought in the vision 2027 which envisions inclusion of phosacid plant, installation of granulator to produce DAP, installation of RLNG based captive power plant of 20 MW, installation of additional NPK stream to make total NPK production of 5LMT and diversification into trading different fertilizer products.

Furrther, Dr Mandaviya congratulated the team for having achieved a milestone in their journey towards the collective effort of Atmanirbharta in fertilisers. He also stated that MFL has successfully supplied over 32 per cent of the state of Tamil Nadu requirements of neem coated urea of 4.5 LMT in Kharif 2022, while it has produced and supplied nearly 82 per cent of Puducherry’s Kharif requirement of 7300 MT.

Union Minister for Chemicals & Fertilizers and Health & Family Welfare, Dr Mansukh Mandaviya inaugurated CIPET’s Vocational Training Centre in Bhavnagar, Gujarat today. This was the 45th such vocational training centre of CIPET across the country, aimed at providing quality training and creating a competent workforce for the chemicals and petrochemicals industry. 

At the outset, Dr Mandaviya appreciated the capabilities CIPET has in creating a skilled workforce. He said that CIPET in Bhavnagar has strong potential to become an important cog in the wheel of the development of Bhavnagar. Owing to the vibrant petrochemical industry in Gujarat, such centres would create the much needed skilled manpower for the industry and will create employment for our youth. CIPET will fulfil this need for skilled manpower in the chemical and petrochemical industry. 

According to the minister, CIPET solves this practical problem and the needs of the industry by providing a model of self sustainable institution and industry-academia collaboration. Apart from training, CIPET has been able to provide job opportunities to students, out of 1 lakh pass outs every year, 90 per cent of the students get placed in the industry. 

CIPET is a premier Academic institution for higher & technical education under the Ministry of Chemicals & Fertilizers, Government of India fully devoted to all the domains of plastics viz:- Design, CAD/CAM/CAE, tooling and mould manufacturing, production engineering, testing and quality assurance. CIPET operates from various locations spread across the country to cater to the needs of the Polymer and allied industries. 

Its objective remains to provide qualified professionals at various skill levels through academic long term, short term, skill development and entrepreneurship development programmes in petrochemicals including plastics. In a first of its kind initiative, a high level delegation led by Dr Mansukh Mandaviya, Union Minister of Health & Family Welfare and Chemicals & Fertilisers visited Jordan from May 13-15, 2022 with the objective of securing fertilisers and raw materials, both for short and long term. This strategically important visit came in the backdrop of the ongoing global fertiliser crisis.

Dr Mandaviya stated that the Jordan visit proved to be path breaking in terms of ensuring supply of Phosphatic and Potassic fertilisers to India. MOUs were signed with Jordan Phosphate Mining Company (JPMC) for supplies of 30 LMT Rock Phosphate, 2.50 LMT DAP, 1 LMT phosphoric acid for the current year with the Indian public, cooperative and private sector companies. India has also signed a long term MOU for 5 years with Jordan for annual supplies of 2.75 LMT of MoP which will uniformly increase every year up to 3.25 LMT, he added. “These supplies will be crucial for assured fertiliser supply for the ensuing cropping seasons in India”, the Union Minister highlighted. 

The Indian delegation led by the Union Minister of Chemicals and Fertilisers visited the JPMC mines and Phosphoric Acid production facilities set up by JIFCO and Indo-Jordan Company. The delegation was warmly greeted by all the Indian engineers and labour force working in these facilities. They appreciated the visit by the Minister which has been first of its kind and will go a long way in increasing their morale while working on the foreign soil.
