Key Strategies discussed to boost Livestock Sector: Vaccination, Fodder Cooperatives, Disease Control

A Regional Review Meeting of the Northern States/UTs was held on 12th November 2024 in New Delhi under the chairmanship of Alka Upadhyaya, Secretary, Department of Animal Husbandry and Dairying (DAHD) under the Ministry of Fisheries, Animal Husbandry and Dairying. The meeting brought together Additional Chief Secretaries, Principal Secretaries, Secretaries, Directors and scheme officers from the Animal Husbandry and Dairying Departments of the Northern States/UTs including Punjab, Haryana, Uttar Pradesh, Jammu & Kashmir, Ladakh, Himachal Pradesh and Uttarakhand to discuss the progress of various departmental programs and schemes. Key officials of the department including Ms. Varsha Joshi, Additional Secretary and Shri Jagat Hazarika, Adviser (Statistics) were also present for the meeting.

During the meeting, Secretary DAHD reviewed the physical and financial progress of several key schemes, including the Rashtriya Gokul Mission (RGM), Entrepreneurship Development under the National Livestock Mission (NLM), the National Animal Disease Control Programme (NADCP) and the National Programme for Dairy Development (NPDD) During the meeting, progress of Government of India’s flagship LHDCP(Livestock Health and Disease Control Program), which focuses on vaccination against major diseases such as Foot-and-Mouth Disease (FMD),Brucellosis, PPR (Peste des Petits Ruminants) and Classical Swine Fever(CSF) was also reviewed, with discussions on the status of six-monthly vaccinations for cattle, buffaloes, sheep, and goats.

Discussions were also held on several other topics including components under Assistance to States for Control of Animal Diseases (ASCAD), the operationalization of Mobile Veterinary Units (MVUs) and the formation of “Pashukalyan Samities.” Alka Upadhyaya, urged the states to speed up vaccinations and increase reporting to prevent disease spread. She underscored the need for sero-surveillance and mentioned that the Foot and Mouth Disease (FMD) Free-zones should be a focus. Highlighting the importance of growth in the dairy sector, she emphasized upon the need to increase processing capacity and diversifying dairy products. Secretary, DAHD encouraged the States to spend funds for interest subvention under NLM. She asked the states to monitor claim-to-settlement ratio and review the progress constantly. On the issue of fodder production, she requested all the states to constitute fodder cooperatives. Increasing the coverage of the organized dairy sector, promoting Entrepreneurship Development Program (EDP) especially in the Goat, Pig and Poultry sector and optimising the infrastructure and wealth creation by taking the benefits of NLM and AHIDF were highlighted as strategic approaches to strengthen the livestock sector in the Northern region. Secretary, DAHD also emphasized the collective responsibility of all stakeholders to ensure the success of the ongoing 21st Livestock Census that plays a critical role in shaping future policies and programs for the Animal Husbandry sector and called for leveraging the latest technologies to achieve its successful implementation.

Shreeja receives global recognition for Innovation in Women Empowerment in the Dairy Sector .

Shreeja, an Indian Women Dairy Organisation at the foothills of Lord Balaji temple Tirupati, received the award for Innovation in Women Empowerment in the Dairy Sector at a grand ceremony in Chicago, the United States last night.

Receiving the award on behalf of an impressive over 120,000 women dairy farmers, Chief Executive Officer of Shreeja Mahila Milk Producer Company (SMMPCL) Jayatheertha Chary said, “It is the proudest movement for women dairy farmers of the country and the organisation to get the honour on a global platform for the empowerment of women dairy farmers. It behooves the world’s largest women base in the dairy industry for implementing several initiatives and programs aimed at enhancing women’s leadership and empowering them within the dairy sector”.

Alka Upadhyaya, Secretary (AHD), Ministry of Fisheries, Animal Husbandry & Dairying was present on the occasion. Expressing her happiness on the award, she congratulated NDDB, NDDB Dairy Services and Shreeja Milk for the achievement and encouraged them to continue with the pathbreaking efforts.

Chairman NDDB & NDDB Dairy Services (NDS) Dr Meenesh Shah who was elected to the Board of the International Dairy Federation (IDF) as a delegate of the General Assembly, said “Women have played an integral part in the success of dairying in India and it was only a matter of time before their contributions get acknowledged in the global stage. This year, IDF released its first Women in Dairy report which features 15 case studies from across the globe, of which 4 case studies are of Shreeja, Sakhi, Asha and Paayas, the producer organizations technically supported by us.”

NDS has helped facilitate the formation of 22 Milk Producers’ Organisations, including Shreeja, with a focus on women empowerment in the dairy sector with an infusion of the latest technology, online payment mechanism and enhancing the productivity of indigenous breeds of milch animals.”

An exuberant K Sreedevi, Shreeja Chairperson said, “This global recognition and award at the international stage is enthusing and humbling for each of over 1.20 lakh women dairy farmer members and their families and we owe it also to the support provided by the NDS for taking us where we are today. This will spur us to work harder and expand aggressively in the states where we are operating from.”

Currently, the company, spread across 11 districts of 3 states (Andhra Pradesh, Telangana & Tamil Nadu) with an average milk procurement of 5.5 LLPD and hoping to touch a turnover of Rs1,000 crore this fiscal, he said. SMMPCL is eying at women membership of 1.5 lakh, milk procurement of 6.5 LLPD and joining the ‘Unicorn’ club shortly, Chary said.

Livestock sector has contributed around 30.19 per cent during year 2021-22 in total agriculture and allied sector GVA.

A Regional Review Meeting under the chairpersonship of Alka Upadhyaya, Union Secretary, Department of Animal Husbandry and Dairying, GoI was held, for Animal Husbandry and Dairy sector with Additional Chief Secretary/Principal Secretary/ Secretary along with concerned Directors, Animal Husbandry and Dairying Department of Northern States in order to discuss progress of implementation of the programmes/schemes of the Department.

Upadhyaya highlighted that the livestock sector is consistently growing at a high Compound Annual Growth Rate (CAGR) of 7.67 per cent during 2014-15 to 2021-22 (at constant prices) which is attributed by parameters of Livestock Sector such as Dairy, Bovine, Poultry, Goatery/Piggery etc. Further, livestock sector has contributed around 30.19 per cent during the year 2021-22 in total agriculture and allied sector GVA (at constant prices).

In the meeting, Union Secretary reviewed the physical and financial progress of all animal husbandry and dairying schemes being implemented by Government of India in the States/UTs. She emphasized to liquidate unspent balances lying with States/UTs. Union Secretary also stressed that the issues relating legacy data updation, interest on payment through Bharatkosh, etc. need to be resolved on priority to enable Govt. of India to release funds to the States/UTs during the current financial year. She also reviewed status of vaccination against FMD and brucella, operationalisation of Mobile Veterinary Units (MVUs), milk situation, fodder situation, etc. across the country.

Upadhyaya also mentioned that preservation and protection of livestock through provision of healthcare is another thrust area for the Department. She advised that States need to accelerate FMD, Brucella and PPR vaccination. She also insisted that awareness campaigns should be organised across States with active participation of Union Government, State Governments and District Officials for better outreach of scheme benefits to the livestock and dairy farmers.

The 2-day long symposium was aimed to foster insightful discussions and deliberations on the transformation to more efficient and sustainable agri-food systems, with a particular focus on the livestock sector.

Parshottam Rupala, Union Minister of Fisheries, Animal Husbandry & Dairying inaugurated an International Symposium on Sustainable Livestock Transformation at NDDB, Anand. The Department of Animal Husbandry and Dairying (DAHD), Ministry of Fisheries, Animal Husbandry and Dairying, Govt of India; National Dairy Development Board (NDDB); Food and Agriculture Organisation of the United Nations have jointly organised a 2-day Symposium under the Agriculture Working Group (AWG) of G20.

The 2-day long symposium was aimed to foster insightful discussions and deliberations on the transformation to more efficient and sustainable agri-food systems, with a particular focus on the livestock sector. Distinguished experts, policymakers, and stakeholders from the G20 who participated in the event exchanged knowledge, shared experiences, and explored innovative approaches to ensure the sustainability of the livestock sector.

The symposium was highlighted as a milestone event, driving transformative change in the livestock sector and fostering collaborations for a sustainable future.

The event also witnessed a panel discussion with experts from WOAH- (World Organization for Animal Health), WHO- (World Health Organization), FAO-(Food and Agriculture Organization), IDF-(International Dairy Federation), NDDB-(National Dairy Development Board), and the Department. A technical tour of Amul Dairy & Chocolate Plant, and Mujkuva DCS, where delegates from the G20 countries have given insights into the processing systems, milk collection, and biogas and solar cooperatives of the country.

A total of 28 foreign participants from FAO, Kenya Dairy Board, Canada, USA, France, Russia, UK, Australia, Mauritius, Brazil, The Netherlands etc participated.

Union Minister commended NDDB for organising the symposium and emphasised the role of technology in the livestock sector. He said that the Symposium deliberations will help disseminate various innovations in the livestock sector for sustainable transformation.

Alka Upadhyaya, Secretary, DAHD said that sustainable transformation in the livestock sector becomes more relevant considering the quantum of farmers and other stakeholders associated with the sector, its role in providing livelihoods & food security and the prominence of smallholder production systems.

In his welcome address, Dr Meenesh Shah, Chairman, NDDB said that we are looking forward to engaged deliberations amongst experts for making the livestock sector more sustainable and move towards a more efficient, inclusive, resilient and sustainable livestock sector for – ‘Better Production, Better Nutrition, Better Environment and Better Life.’ This symposium will definitely give all of us a good platform to mutually learn from each other, chalk out a strategy and plan to address some of the contemporary challenges that both the developing and developed countries of the world are facing today in the livestock sector, including One Health, climate change and sustainability.
