In a far-reaching regulatory overhaul, the Ministry of Agriculture and Farmers Welfare has notified the Fertiliser (Inorganic, Organic or Mixed) (Control) Fourth Amendment Order, 2026, significantly expanding the scope and scientific rigor of biostimulant regulations under the Fertiliser Control Order (FCO), 1985. Issued under the Essential Commodities Act, 1955, the amendment introduces an extensive catalogue of new formulations with clearly defined compositions, physicochemical standards, and crop-specific usage protocols.
A Landmark Expansion of the Biostimulant Category
The amendment adds a wide range of new entries across key biostimulant segments, beginning with humic and fulvic acid-based products. These include formulations such as humic and fulvic acid 10.48 per cent (powder), containing a minimum of 9.96 per cent humic acid and 0.52 per cent fulvic acid, and higher concentration variants like 20.20 per cent liquid formulations and 51 per cent powder/flake products with up to 50 per cent humic acid content. These products are tailored for crops such as tomato and rice, with precise application guidance ranging from single soil treatments at 2.5 litre per hectare to multiple foliar sprays, reflecting a shift toward targeted nutrient management.
Standardization to Drive Quality and Innovation
A major portion of the amendment focuses on seaweed-based biostimulants, particularly extracts derived from species such as Ascophyllum nodosum, Ecklonia maxima, and Kappaphycus alvarezii. These include high-purity formulations such as 100 per cent seaweed extract powders, as well as liquid and granular variants with concentrations ranging from 5 per cent to over 99 per cent. Each product is defined by key biochemical markers like alginic acid (ranging from 0.25 per cent to over 10 per cent), fucoidan, mannitol, and total organic carbon, along with strict solubility benchmarks often exceeding 99 per cent. Application protocols are crop-specific, covering tomato, rice, chilly, cucumber, mustard, and watermelon, with foliar doses typically ranging between 500 ml to 2.5 litres per hectare and soil applications extending up to 25 kg per hectare.
Crop-Specific Precision and Scientific Application
The notification introduces a high level of agronomic precision by linking each formulation to specific crops and usage patterns. For instance, seaweed extract granules for rice are prescribed as single soil applications at 10 kg per hectare, while liquid extracts for chilli and tomato require multiple foliar sprays at defined intervals. Similarly, advanced botanical formulations—such as extracts derived from Medicago sativa, Camellia sinensis, and Tinospora cordifolia with a combined concentration of 64 per cent—are recommended for tomato crops with up to five foliar applications at 1.5 litre per hectare. Other botanical blends, including citrus-based extracts and green algae (Chlorella vulgaris) formulations with up to 98 per cent active content, further expand the crop-specific toolkit available to farmers.
Enabling Advanced Formulations and Multi-Ingredient Blends
The amendment goes beyond single-ingredient products to include complex mixed formulations combining seaweed extracts, protein hydrolysates, humic substances, amino acids, vitamins, and biochemical agents. These include liquid and granular blends with defined ratios of active ingredients—for example, formulations containing 10 per cent seaweed extract combined with 20 per cent plant-derived protein hydrolysate, or multi-component mixtures incorporating vinasse, corn steep liquor, micronutrients, and vitamins such as B1, B3, and B6. These products are tailored for a wide range of crops including grapes, maize, soybean, onion, brinjal, cotton, and paddy, with application methods spanning seed treatment, soil application, and foliar sprays.
Strengthening the Protein Hydrolysate and Amino Acid Segment
A significant addition under the amendment is the expansion of protein hydrolysate and amino acid-based biostimulants. These include liquid formulations with up to 57 per cent protein hydrolysate content derived from plant sources such as maize, soybean, and guar, as well as granular variants with lower concentrations designed for soil application. Specific amino acids such as glycine (0.2 per cent) and tryptophan (0.1 per cent) are also introduced as standalone formulations, alongside fermentation extracts from soybean and maize leaves containing up to 12 per cent active compounds. These products are characterized by defined amino acid profiles, total organic carbon levels, and solubility standards, and are recommended for crops including tomato, chickpea, maize, and cotton.
Introducing Biochemical and Sterol-Based Innovations
The amendment further incorporates a new category of biochemical biostimulants, including formulations based on plant sterols such as stigmasterol, campesterol, and beta-sitosterol. These products, available in liquid, granule, and dry flowable forms, are specified with precise concentration levels as low as 0.01 per cent and are designed to enhance plant growth processes at a biochemical level. Application guidelines extend to crops such as grapes, tomato, chilli, mentha, and green gram, with carefully calibrated dosages to ensure efficacy and safety.
Enabling Sustainable and Resilient Agriculture
Collectively, the newly notified products emphasize natural and bio-based inputs, including seaweed derivatives, plant extracts, fermentation by-products, and organic compounds. Many formulations incorporate humic substances from leonardite or renewable biomass, as well as eco-friendly carriers such as bentonite, dolomite, and zeolite. By enhancing nutrient uptake, improving soil structure, and increasing tolerance to abiotic stress, these products are positioned as key enablers of sustainable agricultural practices amid rising climate challenges.

By integrating these diverse formulations into the FCO framework, the government has established a robust system of quality control, standardization, and compliance. Each product is now subject to clearly defined labeling, composition, and performance criteria, reducing ambiguity in the marketplace and curbing the proliferation of unregulated inputs.
