The Union Cabinet has approved the continuation of Pradhan Mantri Fasal Bima Yojana and Restructured Weather Based Crop Insurance Scheme till 2025-26 with a total budget of Rs 69,515.71 crore. Government has also approved signing of Memorandum of Understanding (MoU) on trade of Non-Basmati White Rice (NBWR) between the Ministry of Cooperation of the Government of India and the Ministry of Trade of Indonesia

Union Minister for Rural Development, Agriculture and Farmers Welfare, Shri Shivraj Singh Chouhan, while expressing pleasure at the decisions of the Union Cabinet in a press conference, said that the new year should bring happiness and prosperity in the lives of the people of our country and we should be able to fulfill Prime Minister Shri Narendra Modi’s resolve of a developed India. He said that the government has dedicated the New Year to the farmers. For this, I thank Prime Minister Shri Narendra Modi from the bottom of my heart. Today the cabinet has taken 3 big decisions in the interest of farmers. Pradhan Mantri Fasal Bima Yojana is provided for the farmers.

The Union Cabinet has approved the continuation of Pradhan Mantri Fasal Bima Yojana and Restructured Weather Based Crop Insurance Scheme till 2025-26 with a total budget of Rs 69,515.71 crore. The aim of this decision is to provide risk coverage to farmers against natural calamities. The Cabinet approved setting up of Fund for Innovation and Technology (FIAT), with an allocation of Rs 824.77 crore for technology improvements in insurance schemes. Key initiatives include Yield Estimation System using Technology (YES-TECH), which uses remote sensing for crop yield estimates. Weather Information and Network Data System (WINDS) for augmenting weather data through automatic weather stations. Talking about the third decision, Shri Shivraj Singh Chouhan said that the Cabinet has approved the signing of Memorandum of Understanding (MoU) on trade of Non Basmati White Rice (NBWR) between the Ministry of Cooperation of India and the Ministry of Trade of Indonesia. This MoU is for trading of one million metric tonnes of non-basmati white rice annually based on production and international prices. The duration of the MoU will be four years and will be automatically extended for an additional four years and it will help to address the trade imbalance and strengthen India-Indonesia trade relations. NCEL will source Non-Basmati White Rice (NBWR) from the open market through a transparent tender process and from co-operative societies, thereby not distorting the market. Shri Chouhan said that targets have been set for the next one month of work of the Ministry of Agriculture and Farmers Welfare and efforts will continue to achieve those targets.

Government assures farmers to receive subsidized fertilizers in adequate quantities

Union Agriculture & Farmers’ Welfare and Rural Development Minister Shivraj Singh Chouhan, while addressing the Rajya Sabha, emphasized that the Congress had previously denied farmers the Minimum Support Price (MSP) for their crops. In contrast, the Central Government, led by Prime Minister Narendra Modi, has consistently increased the MSP over the last decade. Chouhan assured that the Central Government will continue to purchase crops from farmers at the MSP, reaffirming the government’s commitment to farmers’ welfare. Chouhan stated that the government will not only fix the Minimum Support Price (MSP) at more than 50% of the production cost but also procure the produce from farmers. Under the leadership of Prime Minister Narendra Modi, the government is committed to ensuring beneficial prices for farmers. He highlighted that in 2015, the ministry was renamed as the Ministry of Agriculture and Farmers’ Welfare, marking a significant shift towards prioritizing farmers welfare, which was previously lacking.

Rajya Sabha Chairman and Vice President Shri Jagdeep Dhankhar affectionately bestowed a new title upon Union Agriculture Minister Shivraj Singh Chouhan, calling him “Kisano Ke Laadle” during the Question Hour in Rajya Sabha. While responding to agriculture-related queries, Chairman Dhankhar praised Minister Chouhan, noting that the man revered as the brother of beloved sisters will now also be cherished as the brother of farmers. Dhankhar expressed confidence that the energetic minister will fulfill his responsibilities in accordance with his name ‘Shivraj.’ He formally declared, “From today, I have given you a new name – Kisano Ke Laadle.”

Union Agriculture Minister Shivraj Singh Chouhan assured that the farmers’ produce will be purchased at the minimum support price. Our government will fix an MSP of more than 50% and will also purchase the produce. He stated that this is Narendra Modi’s government, Modi’s guarantee is to fulfill the promise. He further said that when the congress was in power, they had said that they cannot accept the recommendations of the MS Swaminathan Commission. In 2019, Prime Minister Narendra Modi’s government decided that MSP rates will be fixed by adding 50% profit on the cost. When the congress government was in power, they never gave more than 50% profit to the farmers on cost, but we are committed, we are committed that we will buy the crops of the farmers by giving at least more than 50% profit.

Union Minister said that Modi’s government work with a lot of foresight. Welfare and development of farmers is the top priority of Prime Minister Modi. There has been an unprecedented increase in the budget allocation for agriculture. Till 2013-14, it was only Rs 21900 crore , which has now increased to Rs122528 crore . We have six priorities for farmer welfare – we will increase production, reduce the cost of production, give fair price for the production, if there is any loss in the crop, we will compensate for it through Pradhan Mantri Fasal Bima Yojana, we will diversify agriculture and by taking them towards natural farming, we will increase the income of farmers so that farmers will not be in a position to demand loan waiver again and again. “We believe in increasing income. I will utilize all my strength and capabilities to serve our farmers and improve the agricultural landscape”. Prime Minister Narendra Modi has pledged to develop India, and we have created a roadmap to achieve this goal. We are committed to leaving no stone unturned in fulfilling this vision.”

“Chouhan stated that the government provides not only fertilizers but also subsidies to support farmers. Recently, a substantial subsidy of Rs 194000 crores was allocated to farmers. This enables farmers to purchase essential items like urea and DAP at lower prices. Notably, the government led by Shri Narendra Modi has achieved a significant milestone by offering subsidies on bags costing Rs 2100. By providing subsidies to farmers across India, the government ensures timely availability of fertilizers, a commitment that will continue in the future. We are actively promoting awareness about the harmful effects of excessive and indiscriminate use of chemical fertilizers. Prime Minister Shri Narendra Modi shares these concerns, and as a result, we are shifting our focus towards organic and natural farming practices. However, Shri Chouhan assured that our government remains committed to providing subsidized fertilizers to farmers. We have consistently made adequate amounts of fertilizers available and will continue to do so in the future. Our goal is to strike a balance between promoting sustainable farming practices and ensuring that our farmers have access to the resources they need.

With the launch of the module, claims will be disbursed electronically, which will benefit the respective farmers of six states

Narendra Singh Tomar, Union Minister of Agriculture & Farmers Welfare, launched the National Crop Insurance Portal’s digitised claim settlement module namely DigiClaim under the ambit of Pradhan Mantri Fasal Bima Yojana (PMFBY) at Krishi Bhawan, New Delhi. With the launch of the module, claims will be disbursed electronically, which will benefit the respective farmers of six states. Now, the automated claim settlement process will be an ongoing activity to ease all insured farmers’ lives and provide them with a sustainable financial flow and support.

Besides Tomar, Union Minister of State for Agriculture & Farmers Welfare, Kailash Choudhary, Agriculture Minister of Uttar Pradesh, Union Agriculture Secretary Manoj Ahuja, CEO, PMFBY Shri Ritesh Chauhan and other senior officials were also present. CMDs of Agriculture Insurance Company of India Ltd and SBI General Insurance were also present including representatives of National Insurance Company (NIC), HDFC Ergo, Bajaj Allianz, Reliance GIC, ICICI Lombard, Future Generali, IFFCO Tokio, Cholamandlam MS, Universal Sompo and TATA AIG. Representatives from SBI Bank, Axis Bank, HDFC Bank, ICICI Bank and Yes Bank were also present at the occasion.

Speaking on the occasion, Tomar said that it is a matter of pride for our Ministry to have taken a revolutionary step in ensuring that farmers can receive claim amounts digitally in a timebound and automated manner, thereby making our farmers Aatmanirbhar and Sashakt.

With the launch of a DigiClaim Module, insurance claims totalling Rs 1260.35 crore have been disbursed on March 23, 2023, to insured farmers in the states of Rajasthan, Uttar Pradesh, Himachal Pradesh, Chhattisgarh, Uttarakhand and Haryana with the click of a button, and the process will continue as and when the claims are released. The Union Minister also mentioned that to date Rs 1.32 lakh crore claim amount has been disbursed to the insured farmers under PMFBY. He also took special note of the ‘Meri Policy, Mere Haath’ ongoing campaign and observed that the campaign has been monumental in enhancing the awareness around PMFBY at the grassroots level.

While speaking on the occasion, Shri Tomar said that the Government of India is closely working with all exited states from the scheme and have had discussions with their senior officials in which Andhra Pradesh and Punjab are making a comeback to the scheme, which shows a shining example of corporative federalism. Governments of Telangana, Gujarat, Bihar, West Bengal and Jharkhand have also been approached to rejoin PMFBY and several discussions have been underway. Out of these states, Telangana and Jharkhand have indicated their willingness to come back under PMFBY.

Union agri minister will connect with farmers in all implementing states

Government of India will conduct ‘Fasal Bima Pathshala’ under ‘Kisan Bhagidari Prathmikta Campaign’ till May 1, 2022as a Jan Bhagidari movement under Azadi Ka Amrit Mahotsav. Union Minister of Agriculture & Farmers Welfare Narendra Singh Tomar will chair the National level special programme on ‘Fasal Bima Pathshala’ today. He will connect with farmers in all the implementing states across the country through specially organised ‘Fasal Bima Pathshala’ coordinated by CSC from 1 lakh locations across the country.

The campaign aims to make the farmers aware about key scheme aspects of Pradhan Mantri Fasal Bima Yojana (PMFBY) like basic scheme provisions, importance of insuring the crops and how to avail scheme benefits etc. in the ongoing Kharif Season 2022 along with facilitating farmers in getting benefit of the PMFBY scheme.

Under this campaign, the broader focus will be on importance of PMFBY/RWBCIS (Restructured Weather Based Crop Insurance Scheme) and how farmers can enrol under the scheme and avail the benefit of the scheme. The detailed information on crop loss intimations during localised calamities and post-harvest losses, tracking of farmers’ application, whom farmers can approach for grievance redressal etc. may be shared and explained in details to farmers for maximum benefit of the scheme.

On this occasion, contact details of district and block level functionaries and offices of implementing insurance companies, toll-free number, email, or any other mechanism developed by ICs like chatbot, separate App etc will be explained in elaborative manner.

The state-specific programme will continue after national programme, where state agriculture minister will interact with farmers from their respective states. One-hour Fasal Bima Pathshala will be conducted at State level in co-ordination with CSC and implementing Insurance Companies. Along with Farmers, Panchayat Raj Representatives (PRIs), members and state government field functionaries working at GP level (from different departments including agriculture, revenue, Panchayat Raj etc) will also be invited for the state specific programme. Local imminent personalities, progressive farmers, Krishi Vigyan Kendra (KVKs), Farmer Producer Organizations (FPOs), Self Help Groups (SHGs), Village level Organizations (VOs) etc will also be invited as special invitees/guests. Dissemination kit to be distributed to participating farmers will be included basic scheme feature and FAQs.
