Union Minister of Fisheries, Animal Husbandry & Dairying, Parshottam Rupala launched NANDI – NOC Approval for New Drug and Inoculation System portal at Krishi Bhawan, New Delhi. With this portal, DAHD will facilitate the regulatory approval process with transparency to assess and examine veterinary product proposals will be more streamlined through seamless integration with the SUGAM portal of Central Drugs Standard Control Organization. Rupala expressed appreciation for the outstanding work of the Department of Animal Husbandry and Dairying (DAHD) and highlighted the initiative as a significant step towards advancing Digital India and promoting the well-being of livestock and the livestock industry. The launch of the NANDI portal is another notable undertaking following the animal vaccination coverage initiative and Mobile Veterinary Units (MVUs). This initiative would also provide valuable support to researchers and industries from a commercial perspective. By raising awareness among livestock rearers and improving logistical facilities, there would be an increase in the consumption of drugs. Union Minister stressed the importance of closely monitoring the portal’s activities for a few months to establish a robust system. Rupala expressed appreciation for the contributions of all stakeholders, including CDAC, in the development of the NANDI portal.

The veterinary vaccines have had, and continue to have, a major impact not only on animal health and production but also on human health through increasing safe food supplies and preventing animal-to-human transmission of infectious diseases. This is a part of our whole ecosystem. it is important to keep our livestock healthy and maintain regular supply of vaccines and medicines.

The DAHD has been making constant efforts to facilitate the regulatory approval process in timely manner, which is very important for the availability of veterinary drugs and vaccines in the country.

In order to expedite regulatory process for approval of animal drugs and vaccines NANDI (NOC Approval for New Drug and Inoculation System) the department has developed NANDI portal through CDAC in coordination with Central Drugs Standard Control Organization (CDSCO) in pursuance of the spirit of Digital India vision initiated by the Hon’ble Prime Minister and captures the essence of Minimum Government and Maximum Governance by leveraging the IT Systems. NANDI will bring about growth and innovation by enabling quick and easy coordination between various Government Departments, Institutes, and Industry through a seamless interconnected system designed to expedite and strengthen the regulatory process. The portal has inbuilt features for end-to-end coordination between Departments, Committees/Subcommittee and Applicants.

With the launch of NANDI (NOC Approval for New Drug and Inoculation System), DAHD continues to stride towards achieving the interventions laid out as part of its Animal Pandemic Preparedness Initiative (APPI).

During the second round of the Foot and Mouth Disease vaccination drive, around 24 crore cattle and buffaloes in the country have now been covered out of a targeted population of 25.8 Crore Cattle (as per data furnished by the states); reaching a near universal coverage of over 95 per cent which is well beyond the herd immunity level. Reaching this milestone has been made possible due to the relentless efforts of the Department of Animal Husbandry and Dairying (DAHD), Government of India, State/ UT Governments/ administration, and most importantly the support of the livestock owners.

The program is 100 per cent funded by Government of India which is centrally procuring vaccines against FMD and supplying to States and is also providing for vaccination charges, accessories, awareness creation, cold chain infrastructure etc. to enable the States/ UTs to undertake vaccination in campaign mode. The livestock owners are sensitized and made aware through various information, education and communication measures to get their animals vaccinated and requested to contact the nearest livestock health workers/ veterinarians to avail the facility. DAHD is also collaborating with Ministry of Rural Development to train more animal health workers/paravets.

It is expected that with such continued efforts, the goal of controlling and eventually eradicating Foot & Mouth Disease from the country will be achieved which will also help in increasing the income of livestock farmers/ keepers and in boosting India’s trade in livestock products.

Foot and Mouth Disease (FMD) is a major disease of livestock especially in cattle and buffaloes in India and causes huge economic loss to livestock owners due to a reduction in milk yield. To address the problem, the Department of Animal Husbandry and Dairying (DAHD) launched the National Animal Disease Control Programme (NADCP) in 2019 which is now a part of Livestock Health & Disease Control Programme. The program aims to control Foot & Mouth Disease (FMD) through vaccination leading to its eventual eradication by 2030. This will result in increased domestic production and ultimately in increased exports of livestock products. Currently under this program vaccination is carried out in all cattle and buffaloes.

To facilitate last mile connectivity of infrastructure and reduce travel time

The Department of Animal Husbandry and Dairying 9DAHD) has initiated the process for integration of various infrastructures of the department with PM Gati Shakti-National Master Plan (NMP). As a first step, DAHD has integrated its 12 breed improvement institutions ( 7 central Cattle Breeding Farms, 4 Central Herd Registration Scheme and Central Frozen Semen Production & Training Institute) located at various locations of the country with PM Gati Shakti National Master Plan a digital platform to bring 16 Ministries including Railways and Roadways together for integrated planning and coordinated implementation of infrastructure connectivity projects. This multi-modal connectivity will provide integrated and seamless connectivity for movement of people, goods and services from one mode of transport to another. It will facilitate the last mile connectivity of infrastructure and also reduce travel time.

The integration of other Institutions such as Regional Fodder Stations (RFS), Central Poultry Development Organizations (CPDO) etc with PM Gati Shakthi NMP is under progress. In future this Department is planning to integrate all the veterinary dispensaries, milk processing plants, chilling centres and infrastructure projects under various schemes of  this department with PM Gati Shakthi NMP digital platform. This step will facilitate effective management of infrastructures available in the animal husbandry and dairy sector in the country.
