ICL expands India footprint with new specialty fertilizer plant in Maharashtra

As geopolitical tensions reshape global trade flows and expose vulnerabilities in critical supply chains, ICL Group is doubling down on India—one of the world’s fastest-growing agricultural markets.

Global specialty minerals company ICL Group has announced the opening of a new water-soluble fertilizer (WSF) manufacturing facility in Maharashtra, marking a strategic push to localize production in one of the world’s fastest-growing agricultural markets.

The timing of the launch is significant. India, which remains heavily dependent on fertilizer imports, is facing mounting supply pressures as geopolitical instability disrupts global trade routes. In particular, constraints linked to the Strait of Hormuz—a vital artery for fertilizer shipments—have slowed deliveries and exposed vulnerabilities in the global supply chain. These disruptions are already affecting fertilizer availability and, if prolonged, could pose broader risks to agricultural productivity and long-term food security.

Local Production for a Growing Market

The new facility aligns with the Government of India’s Make in India initiative and reflects ICL’s broader strategy to expand local manufacturing capacity in high-growth regions. By producing water-soluble fertilizers domestically, the company aims to reduce reliance on cross-border supply chains, diversify production routes, and ensure more consistent access to critical agricultural inputs.

Water-soluble fertilizers represent a rapidly growing segment of the agricultural inputs market. Designed for precision application, they allow nutrients to be delivered directly to plant roots through advanced irrigation systems, improving uptake efficiency while minimizing waste. In India, demand for such solutions has been rising steadily, supported by a shift toward high-value crops and more resource-efficient farming practices.

By expanding local availability of these products, ICL is positioning itself to support farmers in increasing yields while adopting more sustainable cultivation methods—an increasingly important priority as the country seeks to balance productivity with environmental considerations.

Replicating Israeli Expertise at Scale

The Maharashtra plant, spread across approximately seven acres (28,000 square meters), is designed to replicate ICL’s advanced production model currently operating in Israel. The facility will deliver the same high-quality specialty fertilizers that have historically been exported, while enabling faster and more reliable supply to the Indian market.

This approach reflects a broader shift in ICL’s operational strategy—from centralized export-driven production to a more distributed manufacturing footprint. By building capacity closer to end markets, the company aims to enhance resilience against geopolitical disruptions while strengthening its ability to respond to local demand dynamics.

ICL’s investment also builds on a long-standing presence in India. Over more than three decades, the company has developed close relationships with partners, distributors, and customers across the country, generating approximately $250 million in annual revenues. The new facility marks a natural evolution of that presence, transitioning from a primarily import-based model to a more integrated local manufacturing platform.

“Establishing this manufacturing plant in India is a strategic step in scaling our specialty fertilizer production platform,” said Nir Ilani, President of ICL’s Growing Solutions Division. “With geopolitical tensions disrupting global trade routes and delaying fertilizer shipments through critical corridors such as the Strait of Hormuz, building local production capacity is essential. This facility enhances India’s supply resilience and ensures farmers have consistent access to high-quality solutions.”

His comments underscore a broader industry trend: in an increasingly uncertain geopolitical environment, companies are placing greater emphasis on supply security and regional self-sufficiency.

Strengthening Long-Term Growth and Resilience

Beyond addressing immediate supply challenges, the new facility is also a key pillar of ICL’s long-term growth strategy. By expanding its specialty fertilizers platform in India, the company aims to deepen customer relationships, tailor solutions to local agronomic conditions, and capture a larger share of a market that continues to evolve rapidly.

At the same time, the investment highlights the growing importance of localized production in ensuring food security. As global supply chains become more fragmented, the ability to produce essential agricultural inputs closer to where they are needed is emerging as a critical advantage.
