The Ministry of Agriculture and Farmers Welfare has issued the Fertiliser (Inorganic, Organic or Mixed) (Control) Tenth Amendment Order, 2025, updating the Fertilizer (Inorganic, Organic or Mixed) (Control) Order, 1985. Enacted under the powers of the Essential Commodities Act, 1955, the amendment comes into effect immediately upon its publication in the Official Gazette.
The move removes several entries from Part-A of Schedule VI, streamlining the list of approved fertilizers and biostimulants. In the category of mixed biostimulant formulations, the amendment omits the mixture of protein hydrolysate and seaweed extract (liquid), the mixture of protein hydrolysate and antioxidant (liquid), and the mixture of protein hydrolysate, seaweed extract, and humic acid (liquid). For protein hydrolysates and amino acids derived from animal sources, eleven liquid protein hydrolysates at concentrations ranging from 12 per cent to 68.33 per cent have been removed.

In exercise of the powers conferred by Section 3 of the Essential Commodities Act, 1955 (10 of 1955), the Central Government hereby makes the following order further to amend the Fertiliser (Inorganic, Organic or Mixed) (Control) Order, 1985, namely: This Order may be called the Fertiliser (Inorganic, Organic or Mixed) (Control) Tenth Amendment Order, 2025, and it shall come into force on the date of its publication in the Official Gazette.
In Schedule VI, Part-A, sub-heading 4 relating to mixed formulations of biostimulants, entries omitted include the mixture of protein hydrolysate and seaweed extract (liquid), the mixture of protein hydrolysate and antioxidant (liquid), and the mixture of protein hydrolysate, seaweed extract, and humic acid (liquid). In sub-heading 5 relating to protein hydrolysates and amino acids from animal sources, entries omitted include protein hydrolysates at 62.1 per cent, 36.04 per cent, 62.5 per cent, 46.9 per cent, 29.34 per cent, 12 per cent, 68.33 per cent, 54 per cent, 15 per cent, 27.5 per cent and 62.5 per cent (all liquid, animal source).
Impact:
The amendment narrows the scope of approved inputs, phasing out select complex and animal-sourced formulations. It is expected to simplify compliance for manufacturers, distributors, and farmers while reflecting a broader shift toward transparent, modernized fertilizer standards.
