Operative Kisan Credit Cards decline by 2.7%, but loans disbursed through KCC rise by 4.5%

According to the RBI report, the number of operative Kisan Credit Cards (KCCs) declined from 29.81 million in 2023-24 to 29.02 million in 2024-25. Despite this drop, the outstanding crop loan amount under KCCs increased from Rs 4,93,362 crore to Rs 5,07,821 crore. Additionally, outstanding term loans rose from Rs 46,332 crore to Rs 55,047 crore during the same period

The number of operative Kisan Credit Cards (KCCs) fell by 2.7 per cent in the financial year 2024–25, dropping from 29.81 million to 29.02 million, according to the Reserve Bank of India’s annual report. Despite the decline, total loans under the KCC scheme rose by 4.5 per cent, reaching Rs 6,00,975 crore from Rs 5,74,974 crore the previous year.

Outstanding crop loans grew to Rs 5,07,821 crore (up from Rs 4,93,362 crore), while term loans increased from Rs 46,332 crore to Rs 55,047 crore. Loans for animal husbandry and fisheries also saw an uptick, rising from Rs 35,279 crore to Rs 38,107 crore.

The report noted a slowdown in the growth of bank credit to agriculture and allied sectors. While credit grew 20 per cent in 2023–24, the growth rate declined in subsequent months, ending the fiscal year with a 10.4 per cent increase in March 2025. The average growth for the year stood at 15.69 per cent.

Key policy measures during the year included the extension of the Modified Interest Subvention Scheme (MISS) for short-term KCC loans. To address inflation and rising input costs, the collateral-free loan limit was raised from Rs 1.6 lakh to Rs 2 lakh per farmer starting January 1, 2025. Additionally, the 2025–26 Union Budget increased the overall credit limit under MISS from Rs 3 lakh to Rs 5 lakh.
